Overview:
The Municipal Authority of Westmoreland County’s (MAWC) Distribution Water Quality and Source Water Supervisor position encompasses a dual role at the authority, working with both the Water Quality Superintendent on Customer Service (Distribution Complaints) related issues and Certain other Water Quality related projects in the distribution system to improve overall water quality from source to tap and the Source Water Supervisor on SWP related data, meetings, and issues.
Essential duties:
•Customer Service complaints: this is a daily task working with customer service to address our customers’ Water Quality complaints in a timely manner through the MAWC Lucity WO management system.
•In handling Customer Complaint resolutions, this Position will be partially responsible for developing Distribution Water Quality strategies (such as Flushing plans, Chlorine demand studies, data analyses etc.). It is expected that this responsibility will entail working with the MAWC GIS department to develop a WQ GIS layer to better understand and develop these strategies. Some training on ArcGIS may be necessary to accomplish these tasks.
•The Supervisor will also be coordinating work between other departments within MAWC to accomplish complaint resolution, such as with Distribution Foremen for Flushing, Customer Service and service crew members for meter flushing/replacement, or bill credit adjustments, and potentially Leak detection (unaccounted for water) for leak determination and resolution etc.
•Lead and Copper sampling program. This will be a coordinated effort with all water quality staff members. This Supervisor will assist Water Quality Superintendent in addressing the Lead inventory sampling program, and Data Quality Control as the Lead and Copper Rule Improvements (and/or Revisions come into play.)
•Assist with organization/ Co-presenter for the source water protection stakeholder meetings for the Youghiogheny and Beaver Run Reservoir (Indian Creek/ Mckeesport and Sweeney meetings respectively).
•This position will also be the main Source Water Protection Data manager, updating data tables, Lablite data entry, handling data received from contract lab, for SWP purposes, as well as some data analyses, in coordination with the Source Water Supervisor.
•Assist Source Water Supervisor in administering the various PA DEP approved Source water protection programs, including updating Potential Sources of Contamination, editing various data sources to reflect any SWP Plan updates, and reporting the SWP plan updates annually to the PA DEP utilizing the proper forms.
•Assist the Source water supervisor in administering the SWP sampling plan when necessary.
•Assist in ordering/ Maintaining SWP supplies.
•Assist with Equipment Calibrations/ maintenance of SWP probes etc.
•Coordinate with SWP Supervisor on Emergency sampling for Spill response.
•As with all water quality staff in the authority, the candidate must be available to participate in any Water Quality emergencies with the authority or anything that would affect our waters, both Source, Treatment and Distribution at the behest of Water Quality Management or their Superiors.

Requirements:
•BS in Environmental Science, Chemistry, Biology, Geology or related field.
•General Understanding of water quality sampling, water analyses, water treatment techniques, as well as distribution system problems stemming from water quality issues.
•General understanding of Source water protection and issues revolving around point source and non-point source potential sources of contamination and overall watershed protection.
•5 years’ experience in drinking water quality and/or water treatment plants.
•Proficient in Microsoft Office Products, General Database understanding, as well as understanding of ArGIS if possible.
•Must have excellent communication skills, customer service skills, and be comfortable working in various environmental conditions (boat, trails/ streams, sampling basements and along roadways, etc.)
•Must have a Valid PA Driver’s License.

Periodic Supervision and Range of Guidelines/Procedures:

Position incumbent must exercise judgment about when to escalate issues.

Persons contacted in the performance of duties include a wide variety of M.A.W.C employees from support staff through department manager level as well as external customers for problem solving and explanatory purposes.
