PURPOSE OF POSITION
•Provide support for companies wanting to attach cable, antennas, or other devices, wires, etc. to Blue Ridge Energy poles.
•Work with Operations Managers, Staking Engineers and/or other consultants on pole loading and design of third party attachments to the Blue Ridge Energy infrastructure.
•Assist the Transmission and Distribution Engineering Manager the administration of joint use and pole attachment contracts and issues.
•To have a good understanding of the National Electrical Safety code as it pertains to the attachment of wires and/or devices to Blue Ridge Energy poles and infrastructure.
•Oversee the yearly inventory of third party attachments on the Blue Ridge Energy electric system.
•Help manage land rights issues as they arise.
ESSENTIAL DUTIES
•Deliver excellent customer service in all areas of responsibility.
•Serve as single point of contact for resolution of questions associated with communication utilities and make-ready construction billing according to current contracts.
•Reviews existing joint use and pole attachment agreements to ensure appropriate implementation and application.
•Develop strong customer relationships with third party attachers through communication and collaboration.
•Develop and maintain process to add new permits and complete post installation inspections into tracking system.
•Manage the billing activities for annual pole rent. Create, track, and collect invoices for joint use attachments, engineering and make-ready construction. Track past due invoices per corporate guidelines.
•Oversee periodic pole inventory audit to ensure appropriate inventory practices are followed.
•Manages the National Joint Use Notification System (NJUNS) database program for reporting pole transfers, violations, and any communications with third party attachers.
•Works closing with GIS Specialists as needed to keep third party attachment up to date and accurate in GIS system.
•Serves as a backup to the Land Rights Specialist performing duties including title research, preparation of easements, dealing with land rights issues, preparing encroachment agreements and providing training to Energy Specialists and District Employees.
JOB REQUIREMENTS
•Education: Two year Associates Degree in Paralegal Technology. Sufficient experience of the right kind may substitute for part of the educational requirements.
•Certifications: Certification as a Certified Paralegal in North Carolina is required.
•Experience: Three years (minimum) related to relevant work experience required.
•Job Knowledge and Skills: A strong working knowledge of electric poles and wire construction. Ability to interact closely with companies wanting to utilize Blue Ridge EMC's poles and wires for third party attachments.
•Normal Work Hours: 8:00 AM to 5:00 PM Monday through Friday or as required to accomplish the defined responsibilities of the position.
•Driver's License Requirement: Operates company vehicle (light) as job requirement. Must have current, valid operator's license at all times. Must have safe driving record (3 years).
•Overtime Status: This position is subject to the overtime requirements of the Fair Labor Standards Act.
