Permitting Manager

Job Responsibilities and Duties:
Responsibilities are focused on the development and submittal of permitting documents and delivering necessary environmental permits for the continuing operation of the Stillwater and East Boulder Mine Facilities. This position will require significant coordination between supporting consultants, regulatory agencies, site management teams, and conservation organizations. The position involves performing complex environmental oversight with considerable independent judgment and decision-making.
ESSENTIAL JOB FUNCTIONS:
•Manage environmental permitting activities to secure operations and project permitting for both the Stillwater and East Boulder Mines. This includes but is not limited to Mine Operations Permits, MPDES, Title V, Air Quality Pre-construction, Water Rights, Waste Management, etc..
•Ensure permits align with project/operational scope.
•Actively manage, engage, and facilitate communications/ consultation activities between the permitting team, projects/operational teams, and external stakeholders.
•Managing overall delivery to cost, time, and quality and to meet defined objectives.
•Identify, specify, and manage contracts as required from time to time to support delivery, working closely with technical specialists and consultants.
•Ensure best practices are implemented related to permitting scope and commitments.
•Assists with the planning, scheduling, and monitoring of environmental budgets.
•Assists with the development, implementation, and oversight of the environmental management system.
•Coaches and assists in the development of Environmental staff.
Qualifications and Skills:
•Strong leadership qualities: character, teamwork, communication, business sense, and vision.
•Excellent written and verbal communication skills.
•Proficient in computer skills including Word, Excel, PowerPoint, and database applications.
•Excellent interpersonal skills, including the ability to work well within a team environment.
•Strong analytical ability, problem-solving skills, & work ethic
Education & Experience
•BS, MS, or Technical Degree in environmental, biological, or earth sciences and 10 years environmental permitting and management experience within the mining industry or related industry.
•Alternatively, 15 years of equivalent environmental permitting experience.
•Working knowledge of Federal and State regulations and permit requirements. 5 to 10 years of environmental experience at an operational mine.
•Working knowledge of Forest Service and Montana environmental regulations
•Working knowledge of the National Environmental Protection Act (NEPA)/Montana Environmental Protection Act (MEPA) process and requirements
•Successfully working with non-governmental organizations
•Familiarity with ISO 14001 and Environmental Management Systems
