Position Description

Seattle City Light, a department of the City of Seattle, is one of the nation's largest municipally owned utilities in terms of the number of customers served. Today, City Light is a recognized national leader in energy efficiency and environmental stewardship.

Seattle City Light is seeking a Transportation Electrification Advisor to serve in a strategic leadership role to accelerate transportation decarbonization. This position leads the development and implementation of City Light’s Transportation Electrification Strategic Investment Plan; mainly the transportation electrification enablement and community and stakeholder priority areas, and oversight of the Clean Fuel Standard Program. This position will report to the Transportation Electrification Portfolio Manager.

Job Responsibilities

Here Is More About What You'll Be Doing

- Lead the development of focus areas and priorities in City Light's Transportation Strategic Investment Plan

- Lead organizational implementation of the Clean Fuel Standard Program

- Align programs with the utility's strategic priorities, climate action plans, and state legislation (e.g., Clean Fuel Standard, Clean Energy Transformation Act).

- Manage project scopes, budgets, contractors, and timelines; oversee evaluation, reporting, and continuous improvement cycles

- Cultivate relationships with internal divisions (e.g., grid planning, customer energy solutions, legal, engineering) to ensure cross-functional alignment

- Prepare and contribute to policy papers, Council briefings, and regulatory filings related to TE investments and infrastructure planning

- Track and interpret local, state, and federal policies influencing transportation electrification funding and regulatory compliance

- Draft comments, white papers, and presentations to influence policy development to support the utility's electrification goals

- Coordinate with City of Seattle departments and interagency groups on cross-jurisdictional EV and infrastructure strategies

- Incorporate community feedback and prioritize investments in frontline and underserved communities

- Build and sustain long-term relationships with stakeholders to ensure inclusive participation and representation in electrification

- Identify barriers to adoption and craft solutions that support equitable access to electric vehicles and charging infrastructure, including workforce and economic development

- Develop and report performance metrics for emissions reductions, customer participation, equity outcomes, and grid impacts

- Report results to leadership, community partners, and external stakeholders

- Represent City Light in regional and statewide TE working groups

Qualifications

Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:

- A Bachelor’s degree in Business Administration, Public Policy, Environmental Science, or a related field

- 5 years experience with transportation electrification, distributed energy resource and/or decarbonization technology programs (or a combination of education and/or experience that provide an equivalent background required to perform the work of the class).

Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:

- Understanding of transportation electrification and utility business models

- Ability to manage complex projects from inception through implementation and close out.

- Experience managing consultants, vendors, and multi-stakeholder projects.

- Track record of managing complex projects with measurable outcomes and cross-functional teams.

- Proficient in budget management, contractor oversight, and performance evaluation.

- Knowledge of transportation climate policy in Washington State and nationally.

- Experience interpreting legislation, regulatory guidance, and integrating policy into program design.

- Experience with legislative analysis and regulatory processes relevant to utilities.

- Demonstrated experience working with diverse communities and applying racial equity analysis.

- Proven experience integrating racial equity frameworks into public programs.

- Understanding of environmental justice principles and culturally responsive engagement strategies.

- Strong verbal and written communication skills for technical and non-technical audiences. Ability to build consensus, facilitate discussions, and navigate complex stakeholder environments.

- Strong interpersonal and facilitation skills to collaborate across technical teams, government agencies, nonprofits, utilities, and communities.

Additional Information

The full salary range for this position is $54.60 to $81.93 per hour.
