Open Job Position – System Operator I or System Operator II

Beginning Monday, December 22, 2025, Riviera Utilities will begin taking applications to fill a job vacancy for System Operator I or System Operator II. We are considering applicants with qualifications in the following range, salary commensurate with education and experience.


SYSTEM OPERATOR I


QUALIFICATIONS:


Education and Experience

High School Diploma or an acceptable equivalency diploma (GED) and five (5) years of experience in a closely related field such as control room operations, electrical dispatching, plant and systems operations, or other technical work within the electric power industry.

An Associate’s Degree in Electrical Engineering, Electronics, Electronic Technology, Electrical Instrumentation, Computer Technology, Computer Information Systems, or similar field of study is preferred and substitutes for some of the experience.

An equivalent combination of education and experience will be considered.

Licenses or Certifications

80% minimum passing score on the System Operator I evaluation and Certification.


Special Requirements

Possession of or ability to obtain a valid Driver’s License within 60 days of employment.


SYSTEM OPERATOR II


QUALIFICATIONS:

Education and Experience

High School Diploma or an acceptable equivalency diploma (GED) and six (6) years of experience in a closely related field such as control room operations, electrical dispatching, plant and systems operations, or other technical work within the electric power industry.

An Associate’s Degree in Electrical Engineering, Electronics, Electronic Technology, Electrical Instrumentation, Computer Technology, Computer Information Systems, or similar field of study is preferred and substitutes for some of the experience.

An equivalent combination of education and experience will be considered.

Licenses or Certifications:

80% minimum passing score on the System Operator II evaluation and Certification.


Special Requirements:

System Operator I

Department: Administration – Operations Center

Pay Grade: 107

JOB SUMMARY

This experienced position is responsible for monitoring a power system, a broadband system, a natural gas system, a water system, and a wastewater system. The System Operator I also receives, and dispatches trouble calls, writes switching orders, issues basic switching and clearance orders, relays information, and enters data into computer software.


ESSENTIAL JOB FUNCTIONS

- Monitors and operates the electric distribution and transmission system using the supervisory control (SCADA) system or other software systems.

- Monitors and operates the Outage Management System.

- Communicates, receives, transmits information, and assists all field personnel.

- Communicates outage information and operational problems to appropriate Managers/Superintendents.

- Receives and dispatches services related to collections, disconnects, reconnects of meter activity, trouble calls, outages, and calls for service trouble calls during shift using radios and other communication equipment.

- Updates the switching board using information obtained from Engineering Department.

- Records outages including start times, device locations, causes, and end times.

- Updates the outage screens, as necessary.

- Issues Hot Line Work Permits (HLWP) using SCADA system and by directing all switching related to HLWP; maintains all paperwork related to HLWP.

- Assists in writing switching orders on transmission and distribution system for approval by supervisor or more experienced Operators.

- Issues and relays basic switching clearances (e.g., radial) to crews in the field as received from other Operators or Engineering Department.

- Records, compiles, and organizes operational data into computer reports and spreadsheets regarding power demands, usage, outages, response times, and other service information.

- Troubleshoots missing data, inaccurate data, and other system computer database issues to maintain correct information for service.

- Operates and performs basic maintenance for all equipment associated with the Operations Center such as computers, radios, and printers, which includes changing batteries, changing printer cartridges and ribbons, assuring adequate supplies of paper, routine checking of UPS systems, checking phone system, and rebooting computer systems.

- Obtains weather information important to system operations and take appropriate action, as necessary.

- Helps coordinate activities between Riviera Utilities and power suppliers on repair and patrol of their lines during routine and emergency conditions.

- Responds to calls regarding Riviera burglar alarms, security, fire alarms, and use of facilities after hours.

- Maintains Outage Logs/Software and Switching Logs. Maintains records and logs as required by operating procedures.

- Communicates with power companies, emergency and law enforcement personnel, utilities, and customers regarding outages, location of lines, switching and power restoration, security lights, and other Riviera business.


OTHER FUNCTIONS

- Assists other departments as assigned.

- Works twelve-hour shifts, eight-hour shifts, weekend work, holiday work, relief work and overtime when required.

- Continued career development will be required and may include traveling.

- Performs other related duties as required/assigned.

- Ability to recognize when there is a problem or whether it is likely to develop into a problem based on available data.

- Ability to combine pieces of information to form general rules or conclusions, finding relationships among unrelated events.

- Ability to understand Riviera Utilities’ electrical distribution/transmission system.

- Ability to view multiple screens of computer data, indicators and symbols, and process information from a variety of sources (e.g., phone, radio, reports) to ensure proper operations.

- Ability to manage time, coordinate actions, provide instruction and guidance for Trainees and Operators, and work professionally with a wide variety of people.

- Ability to operate small office equipment, including copy machines, scanner, printer and/or multi-line telephone systems.

- Ability to operate computers for data entry, word processing and/or accounting purposes.

- Ability to operate a computer/workstation with multiple monitors.

- Ability to have regular and predictable attendance at work.

PHYSICAL DEMANDS

System Operator II

JOB SUMMARY

This is a fully functional position responsible for monitoring a power system, a broadband system, a natural gas system, a water system, and a wastewater system. This experienced and technically advanced position also receives, and dispatches trouble calls, writes switching orders, issues switching and clearance orders, re-routes power, checks capacities, relays information, and enters data into computer software.


ESSENTIAL JOB FUNCTIONS

- Monitors utility systems using SCADA or other software systems.

- Monitors and operates the Outage Management System.

- Communicates, receives, transmits information, and assists all field personnel.

- Communicates outage information and operational problems to appropriate Managers/Superintendents.

- Receives and dispatches services related to collections, disconnects, reconnects of meter activity, trouble calls, outages, and calls for service trouble calls during shift using radios and other communication equipment.

- Issues and directs all types of switching clearances to crews in the field as received from supervisor and Engineering Department.

- Records, compiles, and organizes operational data into computer reports and spreadsheets regarding power demands, usage, outages, response times, and other service information.
