Position Summary Description
Responsible for reviewing, analyzing, coordinating, and scheduling all planned transmission maintenance activities between internal departments, neighboring TOP’s, the FRCC RC, and Member Systems to ensure safe, reliable, and optimal utilization of SEC resources while maintaining compliance with NERC and FRCC (or successor organizations) operating standards, criteria, and in compliance with the FERC code of conduct.
Essential Functions
General:
•Provides guidance and support to the Manager of Control Center Operations for short and long range transmission maintenance planning.
•Develops and maintains master transmission and generation plan for all planned maintenance activities.
•Stays abreast of and complies with all NERC reliability standards applicable to System Operations.
•Reports transmission related statistics as required by NERC and FRCC (or successor organizations) operating standards.
•Provides work direction and oversight of the System Operators in accordance with SECI Practices, Policies, and Procedures.
•Maintain technical reference material related to SEC transmission facilities within the EMCC for System Operator reference.
•Actively participates in the development, implementation of training, and qualification of System Operator positions.
•Maintains familiarity of current industry power system metering practices, system protection, demand and energy accounting procedures and the use of SCADA systems for power system control.
•Maintains a working knowledge of the energy management control center’s equipment and directs System Operators of its use.
•Provides input to the System Operator Supervisor regarding the performance of personnel supervised.
•Participates in the interviewing and hiring of System Operator and Associate System Operator applicants.
•Submits preliminary reports associated with system disturbances to FRCC, NERC and DOE in accordance with reporting requirements.
•Performs other duties as applicable to the position or as assigned.
Transmission Operations including, but not limited to:
•Provides work direction and oversight to System Operator staff:
•In taking action necessary in normal and emergency conditions to maintain the reliability of the interconnected grid and SECI facilities in accordance with SECI Procedures and Instructions. Such action may include interruption of firm customer load.
•When responding to Real-time Contingency Analysis (RTCA) violations and the development of mitigation strategies.
•In the safe and proper operation of all transmission-switching operations in compliance with NERC reliability standards, FRCC procedures and SECI safety and clearance procedures.
•To ensure monitoring of SECI’s transmission system conditions, both internal and external, and necessary actions are taken to ensure the system remains within defined operating limits.
•Communicates effectively with neighboring TOP’s and the FRCC RC related to the operation of transmission and generation facilities and to gather information on real or potential operational problems.
•Communicates promptly and effectively with transmission providers to determine cause and extent of outages on their systems, which ultimately impacts member cooperative load.
•Communicates with operations personnel from member cooperatives to ensure the reliable supply of power to all delivery points.
•Reviews, and processes, including coordination with neighboring systems, requests for transmission facility outages in accordance with NERC reliability standards, FRCC procedures and System Operations procedures.
•Writes and executes switching orders to provide clearance and hot line work on high voltage equipment in accordance with System Operations procedures.
•Prepares and submits reports on planned and unplanned transmission outages.
•Assures the maintenance and updating of system prints, diagrams and the EMS displays of generation and transmission system equipment.
Qualifications and Education Requirements
Bachelor of Science Degree in Electrical Engineering or related field; or equivalent combination of education and experience. Two (2) years of relevant experience may be substituted for one (1) year of college or vice versa. Five (5) years’ of experience in steam / electric power production, high voltage transmission operation or power system operations and three (3) years’ experience performing duties as a Balancing, Interchange, and Transmission Operator and possess a NERC System Operator certification at the level of Balancing, Interchange, and Transmission Operator (BIT) or higher.

Physical Requirements
Must be able to follow established protective measures including wearing required personal protective equipment (PPE). Must possess a valid driver’s license and acceptable Motor Vehicle Report.
Working Conditions
Some travel and work outside of normal business hours. While working in certain areas of the plant there is the potential for exposure to hazards typical of an industrial working environment. Rotating “on call”, after hours calls with the possibility of returning to work. Performs System Operator shift duties when necessary.
