Job Summary

- Supervises access authorization and FFD programs to ensure that individuals who are granted unescorted access are screened in compliance with all regulatory and procedural requirements.

- Supervises and coaches staff members.

- Implements self-assessment, monitoring, and corrective action programs to ensure program compliance.

- Ensures that all staff members, including temporary outage support, are qualified and appropriately trained and that they maintain all qualifications.

- Supervises outage in-processing activities to ensure maximum efficiencies and consistencies between stations.

- Researches and interprets changing regulations and implements program revisions to ensure compliance.

- Serves as NRC and NEI point of contact for access authorization and FFD issues.

- Supervises the development and administration of programs to determine criteria for authorized access to nuclear power stations, and ensures implementation of the federally regulated Nuclear Access Authorization and Nuclear Fitness for Duty (drug and alcohol testing) programs.

- Reviews and interprets regulatory requirements and establishes programs and procedures to ensure unescorted access authorization compliance with NRC regulations.

- Analyzes FFD program performance data, recommends changes, and ensures implementation of corrective action programs.

- Reviews FFD training programs; ensures they are maintained current and accurate.

- Evaluates effectiveness of nuclear Access Programs and FFD to ensure the use of the most effective and cost saving methods.

- Researches and recommends changes to NRC mandated programs.

- Coordinates access authorization and FFD audits, inspections and responses.

- Evaluates suitability of applicants and reviews documentation to grant unescorted access authorization to individuals who have previous FFD program violations or issues and implements appeal process for denials and revocations.

Required Knowledge, Skills, Abilities & Experience

The knowledge, skills, abilities and education required for entry into this job include the following:

- At least 5 years related work experience in a first-line supervisory or leadership capacity, project management or special project responsibilities;

- In lieu of preferred related Bachelor's degree, may substitute related Associate's degree and 7+ years of directly related experience, OR - High School diploma/GED and 9+ years of directly related experience that demonstrates knowledge of relevant fundamental theories, principles and concepts;

- Thorough knowledge of Illuminate application and PADS computer systems;

- Ability to tactfully deal with difficult situations involving denial or suspension of access authorization;

- Ability to work with little or no direct supervision;

- Comprehensive knowledge of governing regulations;

- Excellent planning skills;

- Good organization skills

Education Requirements

Preferred

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:

Bachelor degree in related discipline

Licenses, Certifications, or Quals Description Working Conditions

Office Work Environment 76 -100%

Travel Up to 25%
