JOB SUMMARY:

The purpose of this position is to plan, direct, and oversee the operations and staff of the Stormwater Program, which includes inspection and maintenance of the stormwater system structures, management of capital improvement program, management of the floodplain program and flood damage prevention programs, and watershed protection program, and implementation of the National Pollutant Discharge Elimination System (NPEDS) Municipal Separate Storm Sewer System (MS4) permit program within CCWA Service area, which include Unincorporated Clayton County and participating Cities.


ESSENTIAL JOB FUNCTIONS:

- Manages, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

- Implements the necessary training of personnel in work methods, departmental procedures, and organizational safety policies; ensures team is afforded opportunities to expand their current skillset by use of interior, exterior, or conference programs.

- Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that assigned employees have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.

- Oversees maintenance and repair of the stormwater infrastructure; manages procurement activities for equipment and materials to complete maintenance and repair activities.

- Prepares specifications for procurement activities associated with equipment, materials, and contracted services.

- Ensures work activities comply with local, state, and federal development requirements, floodplain management, watershed management plans, MS4 permit requirements, and related standards and ordinances.

- Develops and implements work methods, policies, procedures, metrics, and reporting for areas of assignment.

- Receives and responds to requests for information and reports regarding Department activities, fees, services, and related issues.

- Develops Annual Report regarding Department activities which includes inspections, repairs, replacements, maintenance, capital projects, and other program information.

- Manages budgeting and procurement activities for the Department including the preparation of the annual operating and capital budget and approving expenditures; creates capital jobs for construction-related activities; and tracks expenses to ensure keeping withing budget(s).

- Oversees contracted work; ensures staff properly utilizes contractors to complete tasks, completes work order forms, and inspects completed work.

- Manages task orders issued to outside engineering firms to ensure task orders are being processed and delivered when required. This includes technical coordination, as well as project management activities such as issuing task orders, payment of regular invoices and project closeout.

- Develops and maintains relationships with the variety of County and City representatives including elected officials, public work directors, and other staff as needed; works to ensure those partners are informed on various compliance requirements to comply with EPD.

- Develops and prepares all necessary documentation, reports, procurement, task orders, etc. required for presentation and approval by the Board of Directors.

- Represents CCWA in a variety of outside events in which participation is needed. This includes County Commission and City Council meetings, Metropolitan North Georgia Water Planning District meetings, Georgia Association of Water Professionals, Southeast Stormwater Association, Georgia Association of Floodplain Management and numerous community organizations within Clayton County.

- Works on-call 24/7 as scheduled.

- Performs other assigned duties.



MINIMUM REQUIREMENTS TO PERFORM WORK:

Bachelor’s Degree in Engineering, Water Resources, Biological Sciences, or a related field; seven (7) years of work experience in stormwater utility construction, maintenance, and project management including lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position.

Required Licenses/Certifications:

Must possess and maintain a valid Georgia driver’s license.

Must possess and maintain the following additional certifications or licensures: Certified Floodplain Manager (required within 12 months of hire).


Preferred Licenses/Certifications:

Professional Engineer (PE), or other associated professional licensure


PHYSICAL DEMANDS:

This position classifies the physical exertion requirements as sedentary work involving lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally, and other sedentary criteria are met. Tasks involve some pushing and/or pulling of objects and materials of light weight; tasks may also involve extended periods of time at a keyboard or work station.


WORK ENVIRONMENT:

Essential functions are regularly performed without exposure to adverse environmental conditions.

Work is performed dealing with crisis situations that require making decisions involving people, resources, and property.
