Job Summary
Manage a project team and portfolio of capital projects on the electric transmission, distribution and substation system. The position provides oversight and coordination of all activities related to the successful completion of the assigned project(s) within a portfolio and direct reports to execute those projects from cradle to grave including but not limited to budget development, design engineering, contingency planning (as needed), permitting, procurement, outreach, and construction. The candidate will achieve the desired results of the assigned projects through the use of PSEG's Values and Behavioral Standards, sound management practices and skills, and a demonstrated commitment to collaborative teamwork. Successful candidate will support the Projects and Construction Project Management team in accomplishing the desired scorecard results and ensure the quality of work performed is in compliance with all Company standards, procedures, safe work practices, and government laws and regulations while successfully managing project budget and schedule adherence.
Job Responsibilities
- Responsible and fully accountable for the full life-cycle management of multiple large multi-discipline projects from time of assignment to commissioning, close-out, and turnover to client/Division operations.
- Responsible for ensuring that project objectives are successfully achieved safely, environmentally compliant and within scope, schedule and budget adherence.
- Demonstrate strong leadership skills in successfully managing project teams and direct reports.
- Conduct staff meetings and review meetings with internal and external clients.
- Maintain and monitor project agreements, plans and schedules, conduct project reviews, resolve issues and get required associates and groups involved to ensure that the assigned projects are professionally and comprehensively planned.
- Coordinate the preparation of bid specifications for the procurement of material and services.
- Manage contractor and vendor performance, labor relations, safety, quality Control, project risk, permitting and licensing, outage planning, scope change Control, environmental compliance, public relations, progress reporting, budgets, execution and close.
- Represent the Company in meetings with State and Federal Agencies, the general public and public officials and other regulatory bodies as required to obtain necessary project approvals.
- Bachelor’s degree, preferably in Engineering
- Minimum of 10 years utility engineering, construction, operations and/or project management experience and a minimum of 5 years demonstrated leadership experience
- Proficient in relevant software e.g. Microsoft Office products (Excel, Word, Project)
- Detailed knowledge of project management processes and procedures used to plan, budget, schedule and execute electric utility system improvement projects
- Detailed working knowledge of the operation of electric substations, electric transmission and distribution systems
- Knowledge of specification and contract enforcement, applicable technical standards, OSHA and other regulatory statutes
- Knowledge of trade agreements, procedures, techniques, work methods and standards used in the construction industry
- Ability to read and interpret specifications and drawings and convey interpretations to contractors
- Ability to investigate and solve construction problems in a timely manner with minimum dependence on others
- Strong administrative skills for effective monitoring of contractor progress, cost control and contractual interpretation matters
- Strong verbal and written communication skills; strong negotiation skills; skills in claims prevention, defense and resolution; strong customer service skills and the ability to interface with all levels of management; ability to assess, develop and motivate people
- Must possess a valid U.S. driver’s license and maintain a satisfactory driving record.
- Department of Energy’s regulation 10 CFR 810 is required.
- Knowledge of Collective Bargaining Unit agreements - IBEW and OPEIU
- Advanced computer application knowledge, i.e. P6, MS Project, Access or other CPM/scheduling software. Operating experience working with SAP
- MS in engineering or MBA
- P.E. License
- PMI Certified Project Management Professional (PMP)
- Knowledge of electric system operations and procedures for submitting for line and equipment clearances on transmission and distribution facilities
- Experience in fact finding including knowledge and understanding of where to find and how to present relevant information
