The Senior Specialist, Buyer will work in lockstep with key business stakeholders and suppliers to support successful execution and completion of the Purchasing-to-Pay (P2P) process. The position reports to the Purchasing Manager and will be responsible for procurement of materials and services needed for Cheniere’s operations at sites and corporate offices.
The Senior Specialist Buyer will serve as engagement point for the completion and execution of commitments with suppliers on behalf of Cheniere. Also, is responsible for support the other SCM teams in execution of the strategies and support delivery of the strategic projects as part of the SCM continuous improvement.
This is a non-DOT position.
RESPONSIBILITIES AND ESSENTIAL DUTIES
The Senior Specialist Buyer is responsible, but not limited to:
•Execute P2P process in alignment with Cheniere, Policies, Standards and Procedures.
•Establish Contract Purchase Agreements (CPA’s) and Blanket Purchase Agreements (BPA’s) as appropriate for the business and supplier contracts.
•Support the identification of vendors in order to secure quality materials at optimum cost for the Cheniere.
•Coordinate and expedite delivery dates for materials as needed.
•Assist, support and execute implementation of transaction reduction programs and continuous improvements opportunities, to optimize resources and build efficiencies into the purchasing process.
•Evaluate/award bids from suppliers and analyze cost versus approved budgets and estimates.
•Work closely with Stakeholders to ensure project deliverables are met, and effectively interface with Operations, Engineering & Construction, Legal, Finance, Risk Management, HSE (among others), as well as suppliers and contractors externally.
•Support and deliver robust cost management and minimizes business risks.
Stakeholder Management
•Routinely communicates with integrity across business stakeholders to deliver the business needs and align with suppliers and contractors.
•Coordination of business specific interests while leveraging Cheniere’s scope and scale.
•Act as the primary interface for all spend in the category for the Business and SCM.
•Support cross-team workload balancing to assure SCM services are delivered with quality and timely response.
•Own the supplier relationships and collaborate with the sites to provide thought leadership and way-of-working that drive purchasing best practices.

•Support Contract Owners to gather performance feedback for effective contractor management
Category Strategy and Implementation
•Provide input to the development of comprehensive Category Strategies.
•Implement the relevant procurement instruments and call-off processes.
•Ensure competitive bidding with incumbents, are compliant with Category Strategies and Strategic Sourcing strategies, local laws/regulations, policies and SCM functional policies, procedures, and guidelines.
Sourcing, Contracting, and Implementation
•Develop Bid evaluation documentation and perform commercial analysis.
•Maintains an awareness of supplier activity to ensure supply of materials, equipment, and services to meet current and future schedule needs.
•Ensures that contractual records and documentation such as receipt and control of all contract correspondence, customer contact information sheets, contractual changes, status reports, and other documents for all projects are maintained and logged into the appropriate systems.
Manage and address legal exceptions, including but not limited to commercial, technical, insurance, tax, etc.

KNOWLEDGE AND SKILLS
Knowledge:
•In-depth knowledge of all processes and capabilities to manage the end-to-end P2P process, typical contract provisions, compensation structure and legal terms.
•Purchasing experience with construction, maintenance and operation of LNG Terminal Operations or Oil and Gas Cheniere with strong negotiation skills.
•Understanding of plant operations and maintenance planning.
Skills:

EDUCATION AND EXPERIENCE
Education and Certifications: Bachelor’s degree in Supply chain management, Accounting, Engineering, or related business preferred.
Experience:
•Minimum of five (5) years applicable experience in Supply Chain Management, preferably within the LNG or oil and gas industry. Applicable experience includes:
•Competitive bidding, request for proposal/quotation package development, bid evaluations, and contracting, preferably within operations and/or engineering and construction/capital projects.
Supplier management and contract administration.

You’ll have access to great IT equipment and support and can readily access the downtown tunnels, restaurants and gyms. Frequent travel to our operations facilities (LNG Terminals, Pipeline and others) will be required.
