Senior Project Engineer - Solar (Owner's Rep)
Our client is an engineering, procurement, and construction management (EPCM) services company supporting complex industrial and energy-sector projects. They work closely with utility and infrastructure clients, providing project execution, administrative oversight, and specialized management support across the full project lifecycle. Our client frequently partners with external agencies to supplement staffing needs for large-scale, time-bound projects.
The Senior Project Engineer supports the development, design, construction, and commissioning of utility-scale solar PV projects by providing independent technical oversight on engineering deliverables, risk identification, and compliance with owner, regulatory, and utility standards. The role ensures EPC contractor performance aligns with project requirements through design reviews, construction monitoring, and validation of commissioning and as-built documentation. It also serves as the owner’s technical representative, coordinating across stakeholders to support successful project delivery from feasibility through handover.
- Support site feasibility assessments, layout optimization, and high-level technical due diligence.
- Review and validate conceptual designs, preliminary electrical one-lines, grading plans, and interconnection assumptions.
- Provide technical input to EPC RFPs, bid evaluations, and contract negotiations.
- Identify technical risks and mitigation strategies related to site conditions, permitting, grid interconnection, and constructability.
- Perform independent technical review of EPC engineering deliverables.
- Ensure conformance with owner standards, utility requirements, codes (NEC, NESC), and applicable local regulations.
- Review value engineering proposals and assess technical, cost, and schedule impacts.
- Act as the owner’s on-site technical representative during construction (as required).
- Monitor EPC compliance with drawings, specifications, quality plans, and HSE requirements.
- Review RFIs, submittals, method statements, and construction schedules.
- Support resolution of technical disputes, field changes, and non-conformance issues.
- Oversee commissioning and performance testing activities.
- Review commissioning plans, test procedures, and functional acceptance results.
- Validate as-built documentation, O&M manuals, and turnover packages.
- Support final acceptance, punchlist resolution, and project handover to operations.
- Stakeholder & Interface Coordination
- Coordinate technical interfaces among EPC contractor, utilities, independent engineers, lenders, and regulatory agencies.
- Provide clear technical communication to owner’s internal teams (development, commercial, legal, operations).
- Support lender or independent engineer audits as required.
- 10–15 years of progressive experience in utility-scale solar PV or power infrastructure projects.
- Prior experience in one or more of the following roles: Owner’s Engineer, EPC Engineer / Project Engineer, Independent Engineer, Utility or IPP project execution role.
- Demonstrated experience on projects in the 20–200 MW range (solar PV or related generation assets).
- Strong understanding of utility-scale solar PV systems and lifecycle.
- Depth in either Electrical systems (medium-voltage collection, substations, interconnection), or
- Civil/site design (grading, drainage, foundations, constructability).
- Familiarity with EPC contracts, technical schedules, and change management.
- Working knowledge of AHJ, utility, and interconnection requirements.
- Owner-mindset with strong attention to risk, quality, and long-term asset performance.
- Ability to exercise sound engineering judgment without over-engineering.
- Clear written and verbal communication skills.
- Comfortable operating independently while coordinating with diverse stakeholders.
- Willingness to travel to project sites as required.
- Experience supporting IPP, utility, or infrastructure owner portfolios.
- Exposure to battery energy storage systems (BESS) or hybrid facilities.
- Experience with commissioning, performance testing, or operational handover.
- Background working in regulated utility or lender-financed projects.
- AutoCAD Electrical experience is a plus
- Bachelor’s degree in Electrical Engineering, Civil Engineering, or related discipline.
- Professional Engineer (PE) license preferred but not required.
