Currently, we have an opportunity for a Senior Program Manager, PMO Programs within our Project Management Office (PMO) division. The Projects Controls team is high-performing and committed to operational excellence by applying best practice project controls practices, procedures, and tools to ensure the safe execution and delivery of projects at Bruce Power.
The Senior Program Manager, Project Controls supports program and project teams by providing services and resources in the areas of scheduling, estimating, cost management, risk management, change and trend management including governance, project forecasting and project performance measurement, project reporting and associated key performance indicators (KPIs), all of which provide input into the overall project performance.
This is a permanent position, which offers a competitive compensation package, with benefits and is located on site in Tiverton, Ontario.

You drive for results and monitor goals, objectives, and governance for a specific program, and ensure they are properly implemented and integrated with other Projects Group departments.
What are the key areas of responsibility?
Project Controls Services and Resources
•Establishes and approves project baselines and performance criteria.
•Produces project metrics and reporting.
•Directs the maintenance of integrated change control process for all Bruce Power program and projects ensuring that project management plans, project scope statements, and other project deliverables are controlled through careful and continuous management of requested changes that are rejected or approved and incorporated into the revised baseline.
•Applies expertise in developing earned value performance measurements to include the initial set up and regular updating of multiple project controls systems, developing project specific reports, as required.
•Oversees the maintenance of the project controls systems with budgets, contract commitments, change orders, pending change orders, actual costs from invoices and forecasts into the cost control system database for entire program and/or project.
•Collaborates with Program and Project managers in the preparation and/or review of project schedules, cost estimates for planning and budgetary purposes and reviews cost estimate contracts or rejecting bids. Consults with Program and Project Managers to ensure life cycle costs are considered in the development of project cost estimates.
•Ensures that range estimating (Risk Analysis) and proper application of contingencies to appropriately weigh the uncertainties associated with each major cost item is in the project estimate.
•Monitors and compares planned objectives, risks, schedules and budgets against what is actually being delivered in the project.
•Provides timely, accurate information/metrics to Program and Project Managers so that corrective measures can be taken and the project kept on track.
•Resolves controversies that challenge the successful execution of work.
•Listens and responds appropriately to concerns, and develops refined solutions that become process improvements.
•Recommends and oversees the customization of project control systems to meet specific project requirements.
Monitoring, Analysis and Transparent Reporting
•Manages and oversees the monitoring of Project Control activities and provides required resources to ensure availability of timely, accurate cost information and forecasts.
•Monitors, analyzes, and forecasts all cost elements on the project, including changes.
•Analyze schedules progress and performance and identifies developing problem areas.
•Performs critical path analysis in schedules to identify potential problems early enough for the project teams to react and implement recovery plans as needed.
•Performs risk analysis on cost elements and schedules and recommends usage of contingency. Responsible for providing reports to the Executive Team and Bruce Power Board for all Bruce Power projects.
Planning and Staff Leadership
•Coordinates the activities of the Project Controls group to assure steady workflow, maximum production, compliance with deadlines, and efficiency of operations.
•Develops goals, and objectives for the Project Controls department, in consultation with the Division Manager, Project Management, and ensures they are properly implemented and integrated with all projects. Monitors and evaluates the success of the strategies employed within the department to ensure that the strategies are in keeping with original goals and plans.
•Ensures work within their Department is performed in compliance with all standards and procedures as defined by the Project Controls Program Department.
•Advises program and project managers on the required controls expertise and staffing levels for program and project teams.
•Assigns project controls staff to projects through the strong matrix organization methodology.
•Provides services and/or fully qualified resources (in house or contracted) to project and program teams as required to support program or project delivery.
•If contracted, assumes an oversight role to ensure the contractor provides quality services and/or qualified personnel.
•Establishes work priorities, assigns workloads and reviews the more difficult and complex assignments ensuring staff understanding of what is required.
•Guides and coaches staff on how to proceed when problems are encountered to ensure that they are resolved promptly and that decisions and initiatives are in line with divisional goals and strategies.
•Promotes a work environment characterized by innovation, creativity, teamwork, transparency, integrity and respect and works with the other Bruce Power departments in developing processes that produce consistent, high-quality project outcomes.
•Promotes a ‘learning environment’ and works through the management team in fostering this culture. Attracts, develops, coaches, manages and retains qualified high-performance persons
•Assumes accountability for ensuring the people within the Project Controls team are provided with regular and appropriate performance and developmental feedback, and are given developmental opportunities, both within and beyond the team (i.e., other roles, projects in the Project Controls Division, more challenging projects).
•Ensures that team members maintain required qualifications and certifications.
Knowledge and Skills
•Highly developed skills in the following: Project controls; leadership; staff development; stakeholder management; communication both written and oral; analytical and problem solving; decision making; interpersonal; organizational and time management skills
•An individual who is able to, juggle multiple tasks simultaneously and thrive in a complex environment with multiple priorities.
•A team player, who can interact effectively with peers and other stakeholders in a demanding and complex work environment
•This position requires general knowledge of all elements of project controls including estimating, scheduling, cost, risk management and reporting.
•Experience delivering large capital projects and strong change management skills
•Directs the efforts of Program/ Project Managers and their integrated project teams in the delivery of their assigned missions and holds such accountability for the entire program or project lifecycle from inception to closeout.
Education and Experience:
•This knowledge is considered to be normally acquired through the completion of 4 years of University in Engineering, Project Management, Business Administration OR a related field OR by having the equivalent combination of education and work experience in a related field
.
•Certification by the Project Management Institute (PMI) as a Project or Program Management Professional (PMP, PgMP) and/or demonstrated familiarity with the Project Management Body of Knowledge (PMBOK)
•A period of over 10 years with project controls experience or project management experience on large capital projects is considered necessary to gain this experience.
•Experience with Project Controls on complex projects in a safety critical environment
