Job Summary/Purpose
Delta Utilities is seeking a Manager of the Program Management Office (PMO) in a technology-driven organization, which is a senior leadership role responsible for orchestrating the end-to-end program management of technology transitions during corporate acquisitions. This role ensures seamless transfer of systems, data, infrastructure, and operational capabilities from the seller to the buyer, while maintaining business continuity, regulatory compliance, and strategic alignment.
As the transitions are completed, the Manager of the Project Management Office (PMO) plays a pivotal role in aligning future project execution with strategic business goals. This leader is responsible for establishing and evolving the PMO to support agile delivery, innovation, and scalable growth and transition the function from an external consultant to internal to the company. The PMO Manager will oversee a portfolio of complex, cross-functional technology initiatives, ensuring consistent governance, resource optimization, and measurable value delivery across the enterprise.
Accountabilities And Essential Functions
Strategic Leadership•Define and execute the PMO strategy for acquisition-driven technology transitions, including Day 1 readiness and post-close integration as well as the PMO vision and roadmap to support digital transformation and product innovation into the future.
•Partner with executive leadership, legal, IT, and business units to align integration plans with strategic objectives, business strategy, customer outcomes, and regulatory requirements.
•Lead the development of integration blueprints, playbooks, and transition roadmaps.
•Lead a series of large and complex technology and business transition projects resulting from a series of acquisitions that convert all systems and data from the seller to the new system platform of the buyer.
•Champion a culture of agility, accountability, and continuous improvement across delivery teams.
Portfolio & Program Management
•Lead the intake, prioritization, and execution of enterprise-wide technology programs and product initiatives.
•Manage the execution of transition milestones, ensuring delivery on time, within scope, and on budget.
•Oversee project lifecycle management, from ideation through delivery and post-implementation review.
•Monitor KPIs such as velocity, throughput, cost, and value realization to ensure portfolio health.
Governance & Methodology
•Establish and enforce scalable governance frameworks that support both agile and hybrid delivery models.
•Standardize tools, templates, and reporting to ensure transparency and consistency across teams.
•Drive adoption of best practices in risk management, change control, and stakeholder engagement.
Team Leadership & Development
•Build and lead a high-performing team of program managers, project managers, scrum masters, and project analysts.
•Provide coaching, mentorship, and career development opportunities to elevate delivery capabilities.
•Foster collaboration across engineering, product, data, and business operations teams.
Technology & Vendor Management
•Oversee the migration and integration of enterprise platforms (e.g., ERP, CIS, SCADA, GIS, Oracle, SAP).
•Manage vendor relationships and third-party service providers involved in the transition.
•Ensure continuity of service and support during and after the technology handover.
Technology & Tools Enablement
•Oversee our project management platform (Azure DevOps(ADO) and MS Project) to support real-time visibility and automation.
•Leverage data and analytics to drive decision-making and continuous improvement.
•Integrate PMO tools with enterprise systems (e.g., ERP, CRM, BI platforms) for end-to-end traceability.
Change Management & Communication
•Lead enterprise change initiatives related to project delivery, governance, and digital enablement.
•Communicate portfolio performance, risks, and opportunities to C-level stakeholders and board members.
•Serve as a thought leader and advocate for project management excellence across the organization.
Minimum Requirements
Minimum education required of the position
•Bachelor’s degree in Computer Science, Engineering, Business, or related field (Master’s preferred).
Minimum Experience Required Of The Position
•10+ years of experience in project/program management, with at least 5 years in a leadership role within a tech organization.
•Proven track record of delivering complex software, infrastructure, or digital transformation programs.
Minimum Knowledge, Skills And Abilities Preferred Of The Position
•Deep understanding of agile, lean, and hybrid delivery methodologies.
•Strong leadership, communication, and stakeholder management skills.
•Proficiency in project portfolio management tools and agile frameworks.
•Ability to influence across matrixed organizations and drive alignment in fast-paced environments.
•Having understanding of Azure DevOps(ADO) and MS Project is a plus.

•SAFe Program Consultant (SPC), Certified Scrum Professional (CSP), or equivalent agile certifications preferred
