Purpose

Manage, and direct the District’s Safety and Accident Prevention Program. Manage the District’s Emergency Response and Restoration Program and Preparedness and Security Programs. Represent the District in community and industry groups and programs as requested. Ensure the efficient use of resources while providing a safe work place to facilitate accomplishment of the District's mission and goals.


Job Description


ESSENTIAL JOB FUNCTIONS:


Manage, coordinate and promote the District’s Safety and Accident Prevention Program and provide oversight for safety consultants as required.

Ensure employees are instructed on required Safety training.
Ensure District employees adhere to all local, state and federal regulations pertaining to safety.
Manage and Coordinate the District's security program, including alarm systems, key and access card control and security audits.
Responsible for coordinating customer and public safety awareness and education.
Formulate and suggest work safety standards and enforce procedures.
Investigate complaints, negotiate with customers and recommend District action for accidents and damages claims.
Interpret and comply with pertinent Federal, State and District policies and regulations, including necessary communications and conflict resolution.
Promote and ensure safety information flows among supervised departments and with other District supervisors.
Ensure the District’s Safety Committee remains active and effective.
Administer and ensure Emergency Response and Restoration Plan (ERRP) is updated annually and associated emergency supplies are procured.
Investigate, review and submit damage claims to appropriate District personnel.
Manage the investigation of District accidents and incorporate lessons learned into District Safety Protocols.
Ensure the District complies with all Labor and Industries (L&I) reporting requirements.
Manage Time Loss and Experience Factor by developing and maintaining light duty program opportunities.



ADDITIONAL JOB FUNCTIONS:

Represent the District and foster key relationships with County and State Emergency Management.
Keep informed about new safety products, materials and equipment that would assist in accomplishing the District's goals and objectives.
Ensure the District is represented at various community, schools and industry groups as assigned.
Ensure that all employees are kept current on current safety technologies, arrange training as necessary and certify employee proficiency.
Monitor and coordinate the District's requirements for first aid cards and flagging cards.
Other duties as assigned.



JOB STANDARDS:


Skills, Knowledge, and Abilities:

Must have the ability to manage and supervise effectively, plan and organize work schedules, make sound decisions, develop solutions to situations and train others.
Must have leadership ability to enable and empower employees to accomplish the District's goals and objectives through individual and team performance.
Must have the ability to understand, follow, and communicate accurate, clear and concise written and verbal information and instructions.
Must develop a thorough knowledge of District accident prevention procedures and tools and applicable governmental regulations.
Must have math, reading and writing skills required for the job functions, including the ability to read and interpret maps and drawings.
Knowledge of the fundamentals of electricity as they relate to transformer connections, current, voltage, equipment loading and the operation of the system preferred.
Familiarity with electrical construction standards and practices preferred.
Must have the ability to assess work requirements and coordinate and effectively assign personnel, equipment and materials to accomplish the work.
Must be familiar with the format and administration of contracts for labor, equipment and/or materials pertaining to safety.
Must have the ability to work harmoniously with all departments, promoting cooperation and a team effort.



Education Experience and Training:

Must have a high school diploma or equivalent and prefer a minimum of 5 years’ experience in electric system operations and meet the WAC 296-45-035 definition of Qualified Electrical Employee.
Continuing education or college level courses preferred.
Prefer utility experience and progressively greater management responsibilities.
Supervisory skills, training and experience required.
Must coordinate the instruction of employees required to perform duties such as flagging, forklift operation and confined space entry.
Must be qualified to inspect personal safety equipment and make recommendations for maintenance or replacement.
Experience in maintenance and operation of electric transmission and distribution systems preferred.
Must be qualified to provide instruction and coordinate safety training for District employees.
Must have experience with personal computer applications associated with this position.



Other Requirements:

Must pass a District physical examination and be able to perform essential job functions.
Must have a valid Washington State-approved Industrial First Aid card, CPR/AED certification, and flagger card.
Must have a safe driving record.



WORKING CONDITIONS:

The job functions will be performed in both indoor and outdoor environments, subject to adverse weather conditions and noise.
Some job functions will be done in areas covered by brush and trees or in trenches and where footing is poor and the ground uneven.
Job functions on and around mechanized equipment will present the need for alertness and safety awareness.
Job functions will require work on ladders, structures and equipment.
Job functions will require working in the proximity of energized high voltage lines, cables and equipment.
The job functions include working with persons who exhibit many types of personalities and behaviors.
May encounter the need to work with hazardous materials.



PHYSICAL REQUIREMENTS:

The work requires the ability to operate tools, equipment and vehicles associated with the job functions.
The work requires the ability to observe system condition from a long distance; work in limited light; and differentiate among colors.
The work requires the ability to answer questions and communicate with coworkers, customers, and others in person, via e-mail and on telephones and mobile radios.
The work requires the ability to see and hear in order to detect problems and ensure the safety of employees and others in response to exposure to the hazards associated with this position.
The work may require performance of heavy manual labor, lifting and carrying up to 50 pounds, climbing ladders and working with equipment at elevated positions in critical situations.
Work activities involve combinations of walking, pushing, pulling, bending, climbing, and sitting for extended periods, lifting and carrying and standing for extended periods.



EQUIPMENT AND VEHICLES:

The job requires driving and operating District vehicles such as automobiles and pickup trucks.
The job requires use of computers, telephones, copying machines and mobile radios.
Future work practices may necessitate the use of different equipment, vehicles and tools.
