Description SUMMARY OF RESPONSIBILITIES:

Position is responsible for developing and implementing programs designed to accomplish the strategic initiatives established by the Commission including the development of an effective Safety Culture. Position is responsible for influencing appropriate behavioral changes, culture growth, and program sustainability through a comprehensive development plan inclusive of employee engagement, policy development, program application and utilization of key performance measures; position will manage a small staff of Safety Health and Environmental (SHE) professionals and oversee contractors responsible for OSHA, EPA, NESC, NFPA, FMCSA, DOT, and other related regulatory laws. Position is responsible for emergency management/planning, conducting annual SHE. inspections, policies/procedure development, performing root cause analyses, ensuring company-wide safety training is complete; provides oversight of the self-insured Workers Compensation Program. Specific safety responsibilities include, ensuring compliance with the following standards 1910.269 - Electric power generation, transmission, and distribution, Hazardous Energy Control, Confined Space, Trenching and Shoring, PPE, Respiratory Protection, Hearing Conservation, Contractor Safety Management, and Industrial Hygiene. Specific environmental responsibilities include, but are not limited to, managing the following company-wide programs: Hazardous/Universal Waste Management, Chemical Inventory/Tier 2, Air Quality Permitting, HazMat Handling, Chemical Spill/Release & Cleanup and SPCC Management. Works in conjunction with all departments to proactively identify, assess, and address compliance issues collaboratively. Position is responsible for tracking key performance indicators and providing reports to the Commission/Executive Team/staff. Leads health and safety, sustainability, and pollution prevention/waste minimization initiatives. Position has indirect oversight of the PWC Safety Committee and is responsible for ensuring that staff are aware of pending safety rules/legislation. Manages the Defensive Driving program; must maintain a high degree of discretion and exercise proper judgment on confidential matters. Driving/operating vehicles in performing work assignments/responsibilities. Supervision is exercised over assigned personnel. Operates under general supervision of the Director of Risk Management, leeway is allowed for the exercise of independent judgement in carrying out the details of the work. Performs related work as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES:

Must have ability to develop, and cultivate a culture where safety/environmental values are a priority that’s valued throughout the organization; Must have broad knowledge of industry leading safety/environmental culture development/inspection concepts. Position should understand key training principles/learning methods and be familiar with computer-based training systems. Must be able to manage emergency incidents and provide sound, accurate and reliable advice during incidents in a timely manner. Position must have full understanding of calculations used to complete OSHA Logs, DART rates, Incident/Mod rates; Must be familiar with the standard workers compensation forms and Third-Party Administration processes. Must be familiar with general Industrial Hygiene/Hearing Conservation concepts and equipment. Must possess strong communication and presentation skills. Ability to communicate effectively orally and in writing; ability to develop and maintain effective working relationships with the general public, vendors, contractors, and all levels of employees.

MINIMUM QUALIFICATIONS:

- Graduation from an accredited four (4) year college/university with a bachelor’s degree in Occupational Safety or related field and a minimum of ten (10) years progressively responsible experience in safety/environmental management work including a minimum of (5) years in a supervisory or project management capacity; OR

- Graduation from an accredited two (2) year college or technical school with an Associate’s degree in Occupational Safety or related field and a minimum of twelve (12) years of experience as defined in (A) above; OR

- Graduation from high school or possession of a high school equivalency diploma and a minimum of fourteen (14) years of experience as defined in (A) and (B) above; OR

- An equivalent combination of education, training, and experience as defined in (A), (B), and (C) above.

SPECIAL REQUIREMENTS:

Must possess/maintain a valid North Carolina Driver’s License. Certified Safety Professional designation or comparable designation is required.
