In this job, you’ll be part of the Ethics and Compliance organization’s External Regulatory Audits and Risk-based Compliance PMO group. This role is responsible for leading the Company’s response to external regulatory audits conducted by the CPUC, FERC, Office of Energy Infrastructure Safety (Energy Safety), NERC, and WECC, as well as supporting the Risk-based Compliance model.

This position is responsible for leading the Company’s preparation for and response to the annual external Independent Evaluator (IE) review of SCE’s Wildfire Mitigation Plan (WMP) Compliance Report for the prior year, along with other wildfire-related regulatory audits. The role will also coordinate Energy Safety’s field inspections in collaboration with Transmission & Distribution (T&D). The Senior Advisor will develop detailed project plans as necessary; lead cross-functional teams; be the primary interface with the Independent Evaluator; interact with Energy Safety staff on the IE review and ad hoc audit requests and collaborate with peer utilities.

Additionally, You’ll

- Develop and manage the project plan for the Company’s preparation activities related to the annual Wildfire Mitigation Plan (WMP) external Independent Evaluator (IE) review ensuring effective coordination and integration with other ongoing WMP operational, regulatory and assurance activities.

- Lead the cross-organizational working team established for the WMP IE review; provide status updates to WMP Activity Owners and the executive oversight team; and interact with other utilities and Energy Safety staff, as needed.

- Consult with subject matter experts for each WMP activity to help develop narratives and identify supporting compliance evidence that effectively communicate and demonstrate our compliance to the IE.

- Primary interface with the IE.

- Manage the Company’s response to IE discovery to help ensure all data request responses are provided in a timely, accurate and responsive manner and all subject matter experts interviewed by the IE are effectively prepared.

- Support other WMP-related regulatory and assurance activities to ensure alignment with IE review activities and provide feedback from the IE review perspective.

- Manage post IE review activities, including managing the Company’s comments on draft and final IE reports; developing lessons learned; and tracking any remediation related to IE findings or recommendations.

- Manage the Company’s response to Energy Safety’s post IE-review, assessment of SCE’s annual WMP Compliance Report.

- Manage the Company’s response to other wildfire-related external regulatory audits.

- Coordinate Energy Safety field inspections with T&D.

- Collaborate with peer utilities and perform other duties and responsibilities as assigned.


Responsibilities

- Develops business requirements, performs gap analysis, and identifies strategies for controls and risk mitigation

- Facilitates training and ensuring the effective remediation of potential non-compliant situations

- Supports legislative strategy and legislative language development to advance or defend company positions

- Conducts audit reviews to ensure that the company stays compliant with the policies and standards enforced by relevant agencies

- Identifies significant regulatory challenges and commercial opportunities, for the current and future regulatory environments

- Advises and counsels on new consumer products and product structures and compliance with changing regulatory rules and varying political environment

- Oversees and implements the organization's compliance reporting activities

- Leads regulatory report submission for the company

- Provides guidance to cross-functional organizations on considering preventative measures on corrective action responses

- A material job duty of all positions within the Company is ensuring the protection of all its physical, financial and cybersecurity assets, and properly accessing and managing private customer data, proprietary information, confidential medical records, and other types of highly sensitive information and data with the highest standards of conduct and integrity.


Minimum Qualifications

- Ten or more years of experience with regulatory filings/proceedings and compliance standards.


Preferred Qualifications

- Bachelor’s or Master’s degree in Business, Engineering, Finance, or related field.

- Ten or more years of experience leading projects and/or cross-functional teams.

- Five or more years of experience interfacing, negotiating, and performing regulatory (e.g., CPUC, FERC, Energy Safety, NERC, etc.) policy, advocacy and/or compliance activities.

- Experience interacting with CPUC, FERC, Energy Safety, NERC or other state/federal agencies regulatory policy, advocacy and/or compliance.

- Awareness of Wildfire Mitigation Plan activities.

- Project Management Certification.

- Knowledge of General Order Standards.

- Experience developing project schedules that reflect the coordination and integration of multiple initiatives, and ability to resolve issues in a timely manner to achieve results.

- Thorough knowledge of transmission and/or distribution operations, especially vegetation management, construction, maintenance, inspection and/or planning activities.

- Strong verbal and written communication skills.

- Strong influence and organizational savvy skills.

- Strong analytical thinking, problem solving, and decision-making skills and ability to analyze complex regulatory and business problems and create innovative solutions.

- Demonstrated ability to be diplomatic and tactful in interfacing and negotiating with external auditors/evaluators, regulatory agency staff, and/or senior and executive management to resolve conflicts or address issues.

- Demonstrated ability to rapidly learn and assimilate complex and technical information in unfamiliar situations and be able to effectively communicate it in a non-technical manner.


Additional Information

- This position’s work mode is hybrid. The employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days.  Unless otherwise noted, employees are required to work and reside in the state of California.  Further details of this work mode will be discussed at the interview stage. The work mode can be changed based on business needs.
