NERC Compliance Manager
This position is covered by NERC CIP cyber security standards. Prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training. Annual cyber security training is also required.
As a Senior Regulatory Affairs and Compliance Analyst, you will support Recurrent Energy’s compliance program to North American Electric Reliability Corporation (NERC) Reliability Standards. You will work with key stakeholders throughout the organization, internally and externally, to ensure regulatory compliance with applicable standards. In this role, your primary duties will be to provide technical analysis, oversight, and on-going support for Recurrent Energy’s operating companies to identify and meet state, federal and independent system operator compliance obligations.
This position will have an emphasis on applicable North American Electric Reliability Corporation’s (NERC) critical infrastructure protection (CIP) requirements for bulk electric system, cyber systems, and assets.
· Ensures content of compliance policies and procedures are up-to-date
· Translates existing and new/revised standards into program requirements and communicates those requirements to applicable personnel across the enterprise
· Assists in the development and delivery of compliance training
· Maintains all electronic files, reports, filed documents, etc. related to compliance activities
· Monitors compliance activities at regulatory agencies and informs key internal stakeholders
· Conducts in-depth technical reviews and compliance evaluation of any and all applicable reliability standards, including performing reviews implementation of internal controls, compliance evidence, and Reliability Standards Audit Worksheets (RSAW) and makes necessary recommendations to Management and Subject Matter Experts following review.
· Translates existing and new/revised standards into program requirements and communicates those requirements to applicable personnel across the enterprise
· Provides oversight, analysis and guidance to key stakeholders
· Facilitates compliance program processes such as annual self-certification, spot checks, on-site audits, investigations and the preparation of self-reports and mitigation plans for regulatory violations
· Assists in investigation of and external reporting associated with compliance violations and/or NERC reportable event(s) and cyber incident(s)
· Creates and maintains any and all document repositories necessary for Recurrent Energy and its affiliates to demonstrate regulatory compliance with NERC and regional reliability standards
· Facilitates processes/projects/implementation of technology to assist business areas with the implementation of new or revised standards by working closely with assigned subject matter experts to develop project plans and track progress on those plans across multiple technical areas of enterprise
· Facilitates company position development on all new or revised standards and orders by FERC, NERC, WECC and other Regions
· Provides company representation to industry forums such as, the WECC/TRE/NERC Compliance Workshops, Western Interconnection Compliance Forum (WICF), North American Transmission Forum (NATF), Edison Electric Institute (EEI), and Electricity Information Sharing and Analysis Center (E-ISAC) as assigned
· 3+ years’ experience in cyber-security compliance, information technology architecture, or utility compliance
· 3+ years building and executing a NERC CIP compliance program, with knowledge of NERC’s operations and planning requirements a plus
· Information Technology and/or Energy Management System architecture experience
· Key role experience with a NERC regional entity or registered entity is a plus
· Strong interpersonal skills, with ability to manage stakeholder, industry peer, and regulator relationships
· Strong organization skills and ability to manage and coordinate multiple tasks and deliverables across departmental and stakeholder personnel
· Ability to work with frequent interruptions and changes in priorities
· Proven ability to empathize, build relationships, and effectively communicate with people from a diverse set of backgrounds
