BRIEF POSTING DESCRIPTION:

The P RF POLE INFRASTRUCTURE ENTERPRISE Department of the P POLE INFRASTRUCTURE ENTERPRISE Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: Professional)



JOB FUNCTION:

Project Analysts serve as a key resource for setting up projects and programs in PIE, estimating, scheduling, and accounting systems, and for monitoring, analyzing, and reporting project and program progress and performance against approved budgets and milestones. Works closely with key financial employees, Project/Program Managers (PMs) and C&M Superintendents in other Divisions to ensure PIE programs and projects remain on track and up to date. Works closely with Financial Administrators on invoicing and work order requirements unique to PIE. Includes configuring, managing, and using project management tools, methodology, and information systems to support PMs from conceptualization/inception through scoping, budgeting, scheduling, design, approval, procurement, construction, placement in operation, and project closing. Develops and documents standard operating procedures for individual projects and programs unique to PIE.



ESSENTIAL FUNCTIONS:

Project Initiation and Planning: Assists and supports PMs with their associated project initiation and planning responsibilities. Configures and manages project/program information and management systems including development of project/program hierarchies, opening projects/programs and subprojects, establishing work orders, setting up Ellipse interfaces and work management system interfaces, and creating MS Project schedules.
Project Authorizations and Approvals: Develops and prepares project-related information, reports, analysis, and presentations to assist and support Project/Program Managers in the following areas: 1) obtaining Company authorizations for expenditures for engineering, materials, and construction; and 2) Regulatory Affairs, Management Accounting & Financial Services, Community Relations, Government Relations, Corporate Communications, Legal, Permitting, Energy Delivery departments, and others in obtaining approvals and permits.
Communications, Presentation and PIE Invoicing: Develops and prepares project-related information, reports, analysis, and presentations to assist and support PIE Managers, PIE Director, and other financial employees throughout the Company who use PIE data internally or externally with key stakeholders. Works closely with Financial Administrators in creating and verifying all PIE invoicing, communicating with telecommunications carriers in collecting revenues and administering true-ups, which is unique to PIE.
Project Monitoring and Reporting: Develops, automates, generates, monitors, and analyzes project cost and progress information and reports to support PMs in managing project budgets and schedules and in complying with all project reporting requirements—internally and externally. Monitors and manages UI Planner and Ellipse/SAP updates to ensure timely and accurate project reports and analysis. Tracks status of design, permits, materials, construction, etc. and assists Program Managers, PIE Managers, PIE Director and other financial employees throughout the Company in following up with leads to help keep the project on schedule and within budget.
Project Closing: Assists and supports Program Managers, PIE Managers, PIE Director and other financial employees in ensuring completion of all contractual and administrative closeouts including project acceptance/signoffs, drawing and records updates, procurement audits/reconciliation, performance and lessons learned review, resources and project team release, and accounting closeout of project and associated work orders.
Special/Ad-Hoc Report Development: Compiles and analyzes data and develops special reports for the Program Managers, PIE Managers, PIE Director and other financial employees.
Information Technology Change Coordination: Participates on system- and computer-related taskforces and is the Division coordinator for other company-wide information systems and computer application changes (e.g. ERP system replacement, MS Windows upgrades/conversions, Ellipse/SAP site tester).
Department Support and Improvement: Supports PIE in the development of systems, processes, procedures and whatever else is needed to facilitate the smooth and effective functioning of the Department.
Other duties as assigned
Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.




BASIC QUALIFICATIONS:


Knowledge Requirements

Thorough knowledge of personal computers and related software applications such as: Excel spreadsheets, MS Word, MS Project, Pillar/UI Planner, Ellipse, Power Point, MS Access, etc.
Thorough knowledge of the principles of accounting, including general ledger, cost accounting and capital budgeting systems normally acquired though college level courses or significant equivalent experience.
Working knowledge of Company and department financial policies and procedures.
Thorough knowledge of matrix project management systems and critical path scheduling using MS Project is highly desirable.
Capability to learn and develop working knowledge in the following:
Project management principles
Earned Value (EV) analysis
Utility information systems
Capability to learn and develop general understanding in the following:
Engineering and construction practices
Facilities siting and permitting process
Land use and rights including associated regulatory, social, and public affairs processes (including neighborhood boards, community groups, government agencies, political leaders, media, etc.)
Electric transmission, substations, and distribution systems
Utility operations
Utility regulation
Working knowledge of LEAN continuous improvement principles and best practices to achieve operational excellence.
Working knowledge of SafeStart principles and best practices to achieve a safe workplace environment.




Skills Requirements

Computer: Advanced expertise with personal computers and/or mainframe systems and related software applications such as project scheduling/management, spreadsheets, databases, word processing, etc.
Analytical: Advanced ability to create and interpret trends, models, forecasts, and simulations.
Critical Thinking and Problem Solving: Advanced ability to understand and accurately define problems, analyze and synthesize information, identify and evaluate solution options, and render sound decisions. Experience Requirements

Several years (3-5) experience in accounting and forecasting systems and capital project budgets.
Several years (3-5) of experience or demonstrated ability with computers, information systems, and software applications including MS Project and Excel.
Several years (3-5) of analytical experience or demonstrated ability preferably with data and/or projects.
Few years (2-3) of experience utilizing project management techniques.
Must have or be able to qualify for a State of Hawaii driver’s license. Must meet the standards for frequent or required driving positions stated in the Hiring Standards for Required Driving Positions policy. These standards may be adjusted periodically to meet business and safety objectives.
