Position Overview:
We are currently seeking a highly qualified Program Manager to oversee complex capital programs within our Maintenance & Operations Division. The ideal candidate will bring deep experience in program-level planning, budget and funding strategies, stakeholder coordination, and oversight of multiple interrelated projects in the public or education sectors.
Key Responsibilities:
•Lead all phases of project program management, from early planning to final close-out.
•Develop and oversee schedules, budgets, funding allocations, and bidding strategies.
•Supervise project planners to ensure alignment with stakeholder vision and priorities.
•Formulate and execute funding strategies, including public grants and private partnerships.
•Conduct value engineering reviews to manage cost overruns.
•Compile and present executive-level reports on project progress and program performance.
•Finalize program close-out in compliance with applicable financial and regulatory guidelines.
•Provide documentation and participate in legal proceedings related to project close-out if necessary.
•Evaluate and enhance program procedures, reporting systems, and operational efficiencies.
•Resolve complex issues related to project design, scope, and execution.
•Participate in policy development for construction programs and funding practices.
•Engage with the community and stakeholders on high-profile project developments.
•Attend job walks, lead coordination meetings, and ensure compliance with program standards.
•Facilitate dispute resolution and mediate conflicts within project teams.
•Support contract reviews and change order negotiations.
Minimum Qualifications:
Experience:
•Minimum 10 years of full-time professional experience in program/project management including planning, design, budgeting, funding, and close-out.
•At least 4 years managing programs within a public or educational agency environment.
•Experience overseeing multiple concurrent programs is strongly preferred.
Education:
•Bachelor's degree in Architecture, Engineering, Construction Management, or a related field from an accredited institution.
•Candidates lacking a degree may substitute each year of education with an additional year of qualifying experience.
Preferred Credentials:
•Licensed Architect (California State Board) or Professional Engineer (State Board for Engineers and Land Surveyors).
•Certified Construction Manager (CCM) – Construction Management Certification Institute.
•LEED Accredited Professional – U.S. Green Building Council.
