Reporting to the VP Finance USA, the Procurement Lead will establish and manage the procurement function at GMA Garnet’s two entities in the USA – GMA Garnet (USA) Corp. and GMA Garnet (Montana).
This role is responsible for sourcing goods and services that deliver best value to the organization, while ensuring compliance with procurement, safety, health and environmental (SHE) policies.
The Procurement Lead must develop strategies that are aligned with business’ vision, mission, values, internal stakeholders and strategic objectives to enable effective negotiations for the sourcing and procurement of goods and services. The procurement strategies developed by the Procurement Lead must be developed to deliver “best value”, drive cost improvement, and improve the company’s security of supply. The Procurement Lead must identify potential new suppliers as required and will be responsible for the development, review, and issue “Request for Quotations”, “Request for Tenders”, “Request for Proposals” and “Expressions of Interest”.
- Preparation of procurement strategies that are aligned with company strategic objectives;
- Where applicable create procurement strategies for major categories in collaboration with relevant VP;
- Where applicable create Sourcing Plans for major categories;
- Plan, align and communicate procurement support of business capital program;
- Form and align the Procurement Strategy for each activity;
- Conduct Bi-annual supplier spend reviews;
- Assist the Group Commercial and Procurement Manager in the development of suitable Procurement Guidelines to be used in the USA;
- Assist the Group Commercial and Procurement Manager in the creating of a suitable suite of Contracts for the procurement of goods and services and capital spends;
- Management of processes to identify, develop, and qualify alternative suppliers to ensure security of supply;
- Liaise with Group Commercial and Procurement Manager to develop and use a suitable suite of procurement templates to be used to deliver on the Procurement Strategy for each activity;
- Develop and maintain the Contracts Register for USA;
- Annual review of procurement processes aimed at identifying business process improvement.
KEY RESPONSIBILITIES | Supplier & Stakeholder Management
- Build strong internal and external relationships;
- Influence stakeholders to adopt procurement processes;
- Management of high value supplier relationships;
- Coordinates the Procurement Strategy with involvement of relevant internal stakeholders;
- Promote the use of the Procurement Guidelines by the two USA entities.
- Run the applicable Procurement Strategy such as the development, issuance, and evaluation of “Requests for Proposals” and “Requests for Tender”, “Request for Quotations”, “Sole Source” and “Expressions of Interest “strategies;
- Determine the most suitable form of Contract to be used in accordance with the Procurement Guidelines;
- Lead supplier selection based on bid analysis and supplier evaluation criteria;
- Lead negotiation of contracts for all goods and services as required;
- Development of business case to be approved by VP of Finance, other VP’s and President;
- Ensure contracts are executed in accordance with DFA (Designated Finance Authority Schedule);
- Evaluates implementation of methods (contract administration, KPI’s and formal quarterly reviews) to optimize high value service spends that foster collaborative supplier relationships that deliver innovation, continuous improvement and cost reduction over the service term;
- Evaluates implementation of methods (JIT, MRP, consignment, and VMI) to optimize high value commodity inventory levels;
- Drives continuous improvement (supplier quality, service, cost effectiveness) for assigned commodity, services or geographical area.
- Review of P2P processes in GMA USA and made recommendations for improvements to P2P processes;
- Liaise with VP Finance to implement improved P2P processes.
The Procurement Lead is required to develop and maintain constructive and collaborative relationships with multiple stakeholders.

· Able to operate in an autonomous work environment (i.e. must be able to motivate oneself).
· 5 – 10 years procurement and contract experience;
· Advanced Microsoft skills Word, Excel, PowerPoint and Outlook;
