Formulate policies for procurement of supplies and services at all Centrus locations. Direct the processes and people involved in the procurement operations at all Centrus locations, including subcontracting activities under Government contracts. Support proposal and business development teams as necessary. The director reports to the Senior Vice President, Chief Financial Officer & Treasurer, and interacts with Office of General Counsel, Senior Vice Presidents, Directors, and other Centrus personnel.
Bachelor's degree in business administration, Materials Management or a related field, ten years of procurement or related experience (including five years as a manager), and knowledge of integrated purchasing, receiving and accounts payable software systems (Oracle Fusion preferred) are required. Knowledge of Federal Acquisition Regulations.
- Direct the development and implementation of procurement and supply policies and procedures for all Centrus locations. Based on advice from OGC, approve all changes to standard procurement contract terms and conditions.
- Set strategic objectives for the Procurement Department and establish measures for assessing performance.
- Direct the work of senior staff located at all Centrus locations. Set performance objectives and goals for staff members. Hire, fire, evaluate, motivate, counsel, schedule, and train assigned staff.
- Direct the work of senior procurement staff in the selection, negotiation, execution and administration of procurement contracts.
- When issuing subcontracts under DOE and other Government contracts, ensure compliance with prime contract requirements including subcontract consent obligations.
- Provide subcontract reporting, including socio-economic reports required by Government contracts.
- Delegate authority to procurement staff.
- Direct the work of packaging and transportation staff, including the shipment of classified and hazardous shipments, waste transport, etc.
- Perform SOX Testing in accordance with Centrus requirements.
- Maintain procedures for Government property, annual government property inventories, advise on issues, interface with lease administrator on government vs leased property issues.
- Approve all changes to the Oracle Fusion purchasing system.
- Coordination with Accounts Payable for resolution of invoice issues such as overaged accruals and invoice hold problems.
Ensure all organization policies, procedures, and practices are documented and available to members of the organization.

Subsequent Federal government reinvestigations may be required.
