Position Summary
Aspen Midstream is seeking a knowledgeable and detail-oriented Midstream Regulatory Compliance Specialist to support and oversee the company’s regulatory and operational compliance across its midstream oil and gas assets. This individual will play a key role in ensuring compliance with federal, state, and local regulations, supporting audits and inspections, maintaining permits and documentation, and facilitating cross-functional collaboration. The successful candidate will be a proactive problem-solver with the ability to manage complex regulatory requirements and work effectively with internal teams and external regulatory bodies.
Key Responsibilities
•Monitor and ensure compliance with DOT, PHMSA, RRC, FERC, EPA, OSHA, and other applicable regulations.
•Prepare, coordinate, and submit regulatory filings, permits, notifications, and reports.
•Support internal and agency-led audits and inspections, and lead implementation of corrective action plans.
•Track and analyze regulatory changes and communicate impacts to operations and leadership.
•Serve as a liaison with regulatory agencies; manage requests, filings, and inspection responses.
•Collaborate cross-functionally with Engineering, Legal, HSE, Operations, and Environmental teams to align compliance efforts.
•Develop, implement, and maintain internal compliance procedures and training programs.
•Maintain accurate, auditable records of permits, inspections, reports, and regulatory correspondence.
•Assist with pipeline integrity programs, operator qualification (OQ), and control room management documentation.
•Support due diligence and compliance evaluations related to acquisitions or project expansions.
•Participate in emergency response planning and incident investigations when necessary.
•Manage compliance-related email inboxes and Helpdesk tickets and escalate as needed.
•Participate in Management of Change (MOC) processes and regulatory program updates.
Qualifications
Required:
•Bachelor’s degree in Environmental Science, Engineering, Safety, Business, Energy Management, or related field — or equivalent experience.
•2+ years of experience in regulatory compliance within the midstream oil and gas industry.
•Proficient understanding of:
+ 49 CFR Parts 190–199 (DOT/PHMSA)
+ FERC tariff and infrastructure compliance
+ RRC reporting and Critical Infrastructure Division (CID) processes
+ EPA air/water/waste requirements
+ OSHA 1910 general industry standards
•Strong project management, documentation, and communication skills.
•Advanced proficiency in Microsoft Office; familiarity with compliance software or GIS tools a plus.
•Ability to travel (~20–30%) and work occasionally in field environments.
Preferred:
•Professional certifications such as CCEP, CSP, CHMM, REM, or CPEA.
•Prior field experience with pipeline inspections or maintenance.
•Familiarity with regulatory agency audits and enforcement proceedings.
•Experience in managing permitting and licensing across multiple states (e.g., TX, LA, NM, AL, AR, OK, MS, TN).
Working Conditions
•Office-based in Dallas, TX, with regular visits to field locations and operational facilities.
•Exposure to varying environmental conditions during site inspections.
•Use of PPE required for field visits.
•Some overnight travel may be required.
