Basic Function
HF Sinclair is seeking a Manager-Technical Services in Artesia,NM who will be accountable for the process health, optimization, and management as well as the process FEED into projects for the Refinery.
- Drive improvements in refinery performance, yield, and efficiency while ensuring strict adherence to environmental and safety.
- Technical Troubleshooting: Lead efforts to resolve complex operational problems, minimize downtime, and optimize unit operations
- Manage the Process Engineering Organization, such as staff, train, mentor and develop personnel.
- Manage the Laboratory Organization, such as staff, train, mentor and develop personnel.
- Manage the Process Safety Organization, such as staff, train, mentor and develop personnel.
- Develop and communicate department goals.
- Function as a technical liaison between tech services, management and other departments.
- Properly resource organization to meet department goals and build future unit engineers
- Work with Tech network to provide guidance and oversight to the tech teams and ensure team health
- This position will be an SLT level position.
- Support other departments in achieving Refinery goals.
- Provide input on Refinery future planning process and identify emerging issues.
- Prepare and submit annual budgets for approval in area of responsibility.
- Provide process technical support to the process unit teams.
- Lead and participate in process troubleshooting/problem solving.
- Serve as gatekeeper for project and turnaround development and execution.
- Participate within the incident command structure as requested.
- Performance Monitoring: Utilize data to track KPIs and drive continuous improvement. Issue monthly report on a timely basis.
- Assure all policies, procedures and requirements are followed.
- Follow through on commitments made to others.
- Create and maintain a neat, clean and well-organized and professional looking work area.
- Other duties as assigned by Manager.
Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.
10 years relevant experience which includes supervisory experience.
Refining experience with five years in a supervisory role.
Bachelor’s Degree in chemical or petroleum engineering is required.
Advanced computer skills and knowledge of Microsoft Office Suite and customized software, advanced skills in MS Excel preferred; detail oriented; basic understanding of accounting practices and procedures; advanced knowledge of industry regulations, standards and related compliance issues; advanced reading and writing skills, ability to effectively communicate with others, both written and verbal communication. If challenged, ability to act in a diplomatic manner. Ability to evaluate and prioritize the needs of the refinery. Stays a breast of engineering principles and best practices. Participates in seminars/conventions/meetings to keep knowledge current and relevant pertaining to refining and process engineering.
Responsible for managing leaders of a few departments.
Office and field based with up to 25% travel. Petroleum refinery, warehouse/plant environment, out-of-doors environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, working in confined spaces, and exposure to all temperatures, weather and varying road conditions. Subject to periodic overtime is required.

Physical RequirementsJob conditions require standing, walking, sitting, twisting, stooping, crouching, kneeling, talking or hearing, making physical inspections, lifting and/or carrying and pushing and/or pulling up to 50 lbs, climbing up to 60 ft, ability to wear personal protective equipment (beards not permitted), ability to operate and drive all assigned company vehicles at company standard insurance rates is essential and valid State driver’s license with hazmat and tank endorsements and proof of insurance required, perceiving color differences, and strenuous physical activity.
