Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory's communities.
Reporting to the Director, Corporate Affairs, the Manager, Policy and Corporate Affairs supports senior management and the Executive Office in Qulliq Energy Corporation's (QEC's) policy and corporate planning initiatives. This role leads the development, coordination, and ongoing management of corporate policies and procedures, ensuring alignment with the QEC's mandate, strategic priorities, and government direction.
The position conducts research and analysis on public policy issues related to energy, governance, ethics, and public engagement, and reviews existing programs and policies to recommend improvements. The Manager also plays a key role in briefing senior leadership and coordinating submissions to government decision-making bodies.
- Lead the development, review, and implementation of corporate policies, procedures, and planning initiatives.
- Collaborate with management and staff to ensure programs and policies align with QEC priorities and government mandates.
- Evaluate proposed policies and programs and provide advice on potential political, legal, social, economic, and financial impacts.
- Support the development of communications materials related to QEC programs and policies.
- Coordinate the preparation of Ministerial briefing materials, correspondence, and speaking notes.
- Prepare and coordinate submissions to Senior Management, the Board of Directors, Government of Nunavut Executive Council, Legislative Assembly, and other government bodies.
- Manage responses to Access to Information and Privacy Protection (ATIPP) requests and participate in interdepartmental ATIPP committees.
- Supervise and support a small team, including hiring, training, assigning work, and performance management.
- Other related duties as assigned.
- Bachelor's degree in business administration, public administration, political science, or a closely related field.
- Minimum five years of experience in policy development, program development, strategic business planning.
- Minimum three years of direct supervisory experience including performance management, workload prioritization and addressing workplace issues.
- Experience in a utility or regulatory environment is an asset.
- Project management experience is an asset.
- Knowledge of Nunavut, the land, language, and culture an asset.
- The ability to speak Inuktitut, Inuinnaqtun and/or French an asset.
A combination of education and equivalent experience may be considered.
We offer a competitive starting salary range of $122,013.83 to $143,590.62 and a northern living allowance of $16,328.00 per annum. We also offer a comprehensive benefits package, including a defined-benefit pension program. In addition, subsidized staff housing is available for this position. This position is not included in the Nunavut Employee's Union.
Preference will be given to Nunavut Inuit.
