The Payroll Manager oversees the payroll function for OPC, GTC, and GSOC, ensuring accurate and timely processing of multi-state payroll for approximately 1,100 employees. The role focuses on compliance with federal, state, and local regulations, maintaining internal controls, and fostering positive relationships with internal stakeholders. The Payroll Manager is responsible for managing two staff members, supporting audits, and driving process improvements to enhance efficiency and accuracy.
Job Duties:
•Payroll Operations Management
+ Ensure accurate and timely processing of bi-monthly payroll, including employee wages, garnishments, benefits, and taxes, in compliance with federal and state wage and hour laws.
+ Update payroll records by reviewing and approving changes in exemptions, deductions, department transfers, and direct deposit information.
+ Maintain general ledger activity related to payroll transactions, including journal entries and account reconciliations.
+ Ensure adherence to Sarbanes-Oxley (SOX) requirements and compliance with approximately 145 payroll-related regulations across OPC, GTC, and GSOC.
+ Oversee preparation and filing of payroll taxes for semi-monthly, quarterly, and annual filings.
+ Support internal and external audits related to payroll, such as workers' compensation and financial reporting audits.
•Systems and Process Management
+ Manage and optimize payroll systems and interfaces, ensuring functionality aligns with operational needs.
+ Partner with IT and other departments to implement system updates and ensure data integrity.
+ Identify opportunities for automation and process improvements to streamline payroll operations.
+ Lead and manage a team of two payroll staff, providing coaching, training, and performance evaluations.
+ Ensure cross-training and contingency plans are in place to support operational continuity.
•Stakeholder Collaboration
+ Build and maintain strong relationships with internal departments, including Treasury, Accounting, Internal Audit, and HR, to ensure seamless payroll operations and reporting.
+ Communicate clearly and proactively with stakeholders to address issues and explore process enhancements
Required Qualifications:
Education: Bachelor's degree, Accounting, Human Resources or equivalent.
Experience:
•10+ years of payroll-related experience, including multi-state payroll processing.
•Strong knowledge of payroll systems, preferably Tier 1 platforms.
•Familiarity with corporate accounting principles, financial reporting, and general ledger reconciliation.
•Experience ensuring compliance with federal, state, and local wage and tax laws.
•Leadership experience managing staff and collaborating across departments.
Equivalent Experience: Fourteen years of related experience in lieu of a degree.
Specialized Skills:
•Compliance requirements knowledge (Payroll, Sarbanes Oxley for OPC, etc.)
•Technical: Experience and knowledge
•Infor CloudSuite (ideally, Payroll and GL)
•Other systems/software helpful; Jedox, MHC, JPMorgan, Web Intelligence (Business Objects),
•Strong Organizational and planning skills

•Excellent interpersonal and customer relationships skills and service delivery
Licenses/Certifications: Certified Payroll Professional certification preferred, but not required.
