Summary:
The Payroll Manager will oversee and manage the payroll processes for both union and non-union employees across multiple states and across four legal entities (approx. 800 employees). The Payroll Manager will ensure accurate and compliant payroll processing, while managing the complexities associated with union agreements, prevailing wages, and multistate tax regulations. This role requires extensive knowledge of payroll systems, labor laws, and union agreements, as well as strong leadership skills. Responsible for managing 1-2 direct reports.
What you'll do:
Payroll Processing/Union Reporting/Other:
•Manage and oversee the entire payroll process for union and non-union employees across multiple states, ensuring timely and accurate payroll disbursement.
•Administer payroll in accordance with union contracts, handling union dues, benefits, prevailing wage rates, and certified payroll reporting as required.
•Maintain accurate payroll records, ensuring all deductions, contributions, and benefits (including union-specific benefits) are correctly calculated and processed.
•Collaborate with HR and project managers to ensure that employee information, time tracking, and job cost allocations are accurately reflected in payroll.
•Develop, document, and maintain payroll policies and procedures to enhance accuracy and compliance.
•Addresses employee inquiries regarding payroll, deductions, and tax withholding.
•Manages Employment Verifications
•Prepares Monthly Union Reporting
•Provides information for Reporting for Certified Payroll (Ultimate submission done by Project Accounting Team)
•Manages benefits enrollment process to support HR.
•Supports and Co-Manages 401k Audit with Sr Accounting Mgr.
Compliance and Controls:
•Ensure compliance with federal, state, and local payroll, wage, and hour laws, including adherence to multistate tax regulations.
•Review and interpret collective bargaining agreements, ensuring payroll systems and processes are updated to reflect union rules and guidelines.
•Supervise or prepare and file all payroll-related tax filings and reports, including W-2s, W-4s, 941s and other year-end documentation (some performed by outsourced compliance administrator).
•Handle payroll audits and inquiries from regulatory agencies, union representatives, and internal stakeholders.
•Stay up-to-date with changes in labor laws, tax laws, and union agreements to ensure compliance.
Systems and Processes:
•Serve as the Payroll Lead on Business Central ERP to ensure payroll transactions are reflected accurately in the general ledger and related subsystems. Understands/is the expert on all payroll reporting extracted from BC.
•Implement and maintain payroll systems and work with IT and external vendors to ensure efficient payroll processing.
•Continued Automation/Streamlining of Department’s Activities.
Stakeholder Communication:
•Works with other team leads (not reporting into this role) such as Finance Manager, Project Accounting Manager and Finance Manager to assure payroll is properly flowing to their respective areas.
•Interacts with Owner and other key business unit leaders on important payroll topics as needed.
•Interacts with employees to resolve payroll inquiries/issues.
•Interacts with external stakeholders such as auditors/401k and deferred plan administrators.
People Development/Management:
•Responsibilities include training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
What you'll need for success:
•Bachelor’s degree in Accounting, Finance, Business, or a related field (preferred).
•7-10 years of payroll experience, including multistate payroll and union payroll administration. Minimum 3 years’ experience in a people leadership capacity.
•Proficiency with Excel and accounting software.
•Experience in construction industry payroll (preferred).
•CPP (Certified Payroll Professional) certification
•Strong knowledge of payroll systems (e.g., ADP, Paychex, Payroll Now) and time tracking systems.
•Extensive understanding of federal, state, and local payroll laws, including union regulations and prevailing wage laws.
•Strong analytical and problem-solving skills with demonstrated continuous improvement perspective.
•Excellent oral and written communication abilities.
•Experience in payroll system implementation and/or optimization preferred
•Proven leadership abilities, including engaging and coaching staff
