The Indirect Tax Manager is responsible for managing and overseeing all indirect tax functions related to the petroleum business, with a strong focus on sales and use tax, fuel excise taxes, and regulatory compliance. This role ensures accurate tax reporting, supports audits, monitors legislative changes, and provides guidance to internal stakeholders on tax matters affecting petroleum operations. - Manage compliance and reporting for sales and use tax, fuel excise tax, and other indirect taxes across multiple jurisdictions
- Prepare, review, and file federal, state, and local excise tax returns (including motor fuel, diesel, aviation fuel, and other petroleum-related taxes)
- Ensure compliance with industry-specific regulations such as fuel tax reporting, licensing, and bonding requirements
- Oversee tax reconciliation processes between accounting systems, fuel systems, and general ledger
- Research and interpret tax laws, regulations, and rulings impacting petroleum operations
- Monitor changes in tax legislation and assess potential financial and operational impacts
- Manage and support state and federal tax audits, including responding to information requests and resolving assessments
- Review contracts, transactions, and operational activities for indirect tax implications
- Coordinate with operations, supply, accounting, and legal teams to ensure accurate tax treatment
- Maintain exemption certificates and ensure proper application of tax-exempt transactions
- Identify tax savings opportunities, credits, and refund claims
- Develop and improve internal tax controls, processes, and documentation
- Oversee new licenses application processes. Maintain accurate records for current licenses in all jurisdictions. Monitor current licensing and ensure the company is kept in good standing
- Manage the sales and use tax process from the retail operations
- Oversee business property tax compliance and planning, including assessment analysis, appeals, exemptions, and ongoing communication with tax authorities and advisors
- Assist with tax planning initiatives and special projects as assigned
- Supervise and mentor tax staff or coordinate work with external tax advisors
- Bachelor’s degree in Accounting, Finance, or related field (Master’s or CPA preferred)
- 5+ years of progressive tax experience, with strong emphasis on sales & use and excise taxes- Prior experience in the petroleum, energy, fuel distribution, or transportation industry strongly preferred
- In-depth knowledge of fuel excise tax structures and reporting requirements
- Experience working with multi-state tax compliance
- Familiarity with tax software and ERP systems
- Strong analytical, organizational, and problem-solving skills
- Ability to manage multiple deadlines in a fast-paced environment
- Excellent communication and collaboration skills
- CPA or other relevant professional certification
- Knowledge of tax software systems, preferably Avalara
- Experience with fuel tax systems (e.g., Motor Fuel Tax, IFTA-related reporting)
- Audit defense experience
- Knowledge of terminal operations, rack sales, or fuel distribution models
