Tidewater has an immediate opening for a Manager, Health, Safety, Environmental and Regulatory (HSER), reporting to the VP, HSER & Asset Management. This is a full-time position based out of the Prince George, BC Refinery. This position will lead our HSER function in Prince George, BC. This role is responsible for overseeing compliance, regulatory engagement, safety leadership, and the advancement of HSER systems company‑wide.
o Develop and execute short- and long-term HSE strategies aligned with corporate and regulatory expectations.
o Integrate health and safety into site priorities to drive sustainable performance and continuous improvement.
o Lead the development of the annual H&S work plan and budget, ensuring fiscal accountability.
o Coach, develop, and mentor the site HSE Team as well as plant leadership to enhance safety leadership capabilities.
o Ensure full compliance with WorkSafe BC’s Occupational Health and Safety Legislation and BCER Emergency Management Regulations.
o Update policies and procedures in response to regulatory changes and ensure staff awareness and understanding.
o Maintain documentation and records as required by federal and provincial regulations.
o Lead first-line emergency response and ensure readiness through drills, tabletop exercises, and regulatory exercises.
o Develop and maintain emergency response plans in accordance with CSA Z276 and BCER guidelines.
o Ensure systems are in place for effective emergency response and injury case management.
o Provide day-to-day support to supervisors and staff to ensure safe operations.
o Monitor plant operations for compliance with the ignition source control, fire hazard management and static electricity controls.
o Ensure effective coordination of multiple-employer workplaces and hazard communication.
o Define required H&S competencies and develop training.
o Ensure regulatory awareness and emergency preparedness across teams.
o Track and report H&S KPIs and identify improvement opportunities.
o Conduct hazard identification studies, PHAs, and SIL studies.
o Maintain BCER-required spillage, damage, and malfunction records.
- Bachelor’s degree in Science or Applied Science.
- Professional designation with Engineers and Geoscientists BC (P.Eng. or P.Geo.).
- Canadian Registered Safety Professional (CRSP) designation is considered an asset.
- Minimum of 10 years of experience in oil & gas operational HSER programs, including Loss Control, Health and Safety, Environmental Management, Safety Engineering, Quality Assurance/Control, Emergency Response Planning, and Risk Management.
- Located in or willing to relocate to Prince George, BC.
- Ability to pass pre-placement medical and pre-site access drug/alcohol testing.
- Experience in highly regulated industrial environments.
- Demonstrated passion for excellence and the ability to lead change and drive improvement.

- Strong problem‑solving, decision‑making, and business acumen.
- Strong knowledge of applicable government regulations, corporate policies, and industry best practices.

- Proficiency in interpreting P&IDs.
- Knowledge of Risk Management methodologies such as HAZOP or other Process Hazard Analysis (PHA) techniques.
