New Jersey Natural Gas (NJNG), a subsidiary of New Jersey Resources is seeking a Manager of Evaluation, Measurement, & Verification (EM&V) to be responsible for strategic and tactical management of EM&V activities, regulatory reporting, and process improvement to support the SAVEGREEN portfolio, NJNG’s Energy Efficiency and Building Decarbonization programs. The position reports directly to the Director of SAVEGREEN and is responsible for managing an internal team, and an EM&V contractor. The SAVEGREEN program consists of residential, commercial, and multifamily energy efficiency and building decarbonization programs with a budget of approximately $150 million per year.
Major Responsibilities:
•Lead team to develop and execute EM&V plans for SAVEGREEN’s energy efficiency and building decarbonization portfolio of programs.
•Manage EM&V third party independent evaluation contract, including managing cost, schedule, and targets.
•Manage and ensure implementation of program improvement initiatives identified in the Evaluation Use Memo and other opportunities across the department, including working closely with program sector leads.
•Coordinate with utility partners through leading NJNG participation in the EM&V joint utility group, as well as the BPU-led EM&V Working Group and Technical Resource Manual (TRM) Committee and direct interactions with the Statewide Evaluator.
•Lead team to execute regulatory reporting to Board of Public Utilities, in compliance with all regulatory requirements and in coordination with joint utility team when appropriate.
•Lead team to develop and execute internal reporting, tracking, forecasting analyses to support the SAVEGREEN department including operations, outreach, and marketing.
•Manage a team responsible for EM&V, and Reporting activities.
•Lead development of new program regulatory filings including program design, pilot development, technology assessments, financial and energy savings modeling, and drafting of testimony for a portfolio anticipated to exceed $150 million in annual budget.
Position Specifications:
•Bachelor’s degree in sales, marketing or business, or the combined equivalent of education and experience
•7 years of energy efficiency experience is required.
•3 years of experience in EM&V is required.
•This role requires a strong analytical mindset, essential for problem-solving and strategic thinking.
•Utility and/or regulatory experience is preferred.
•At least 2 years of experience in a supervisory or other leadership role or demonstrated leadership capabilities.
•The ideal candidate will demonstrate excellent interpersonal and communication skills essential for building positive relationships and ensuring clear, effective dialogue.

Other Details:
Compensation: Expected base pay range for this role will be $100,800- $128,400.
Base pay is based on several factors including, experience, skills, and knowledge.
This role will be eligible to participate in an annual short term incentive program.
