Enstor is the largest privately owned natural gas storage company in the United States, headquartered in Houston. The company owns and operates six active underground natural gas storage facilities across four states with more than 110 Bcf of working gas capacity, along with approximately 179 miles of transmission pipelines and 39 interconnects to major transmission systems. Enstor also transports and delivers natural gas from multiple pipeline receipt points to power generation, industrial, and utility customers throughout the Southeast United States. In total, Enstor operates 12 regulated natural gas pipelines spanning more than 1,700 miles with a combined delivery capacity exceeding 2.6 Bcf/d. These assets connect to 16 major long‑haul pipelines and storage facilities, ensuring reliable natural gas supply to customers across Alabama, Arkansas, Louisiana, Mississippi, Missouri, Oklahoma, and Tennessee.


Summary

The Director of Land leads all land, right-of-way, and surface development activities supporting the company’s natural gas storage, pipeline, and midstream infrastructure assets. This role is responsible for strategic land planning, acquisitions, easement and right-of-way management, landowner relations, regulatory coordination, and ensuring compliance with federal, state, and local requirements. The Director of Land serves as a key business partner to Operations, Engineering, Commercial, Legal, and Environmental, helping to enable safe, reliable, and cost-effective asset development and ongoing operations.


Key Responsibilities


Strategic Leadership & Planning

- Develop and execute the land strategy supporting new pipeline, compression, storage, and facility expansion projects.

- Serve as the internal subject-matter expert on land use, ownership, encumbrances, and permitting considerations.

- Forecast and manage land-related risks, costs, and timelines for capital and operational projects.


Land Acquisition & Negotiation

- Lead negotiations for fee land purchases, surface use agreements, right-of-way easements, encroachment agreements, and facility sites.

- Oversee title review, due diligence, surveys, and defect resolution for all land transactions.

- Establish and maintain standards for land valuation, compensation, damages, and settlement practices.

- Lead and manage all land aspects of pipeline and storage growth projects


Right-of-Way Management

- Direct the acquisition, renewal, and management of pipeline rights-of-way and storage field boundaries.

- Ensure ongoing ROW compliance, monitoring, encroachment prevention, and response.

- Maintain accurate land records, GIS mapping, and ROW documentation across the asset base.


Landowner & Stakeholder Relations

- Build strong relationships with surface owners, tenants, local officials, and community stakeholders.

- Serve as a primary point of escalation for landowner concerns, claims, and disputes.

- Promote transparent, respectful communication to protect the company’s reputation and social license to operate.


Regulatory & Legal Coordination

- Partner with Legal on contracts, condemnation actions, claims, and dispute resolution.

- Support Environmental and Regulatory Affairs in obtaining permits, clearances, and environmental assessments.


Team Leadership & Vendor Oversight

- Lead and develop an internal lease analyst; manage external land agents, brokers, surveyors, abstractors, and consultants.

- Implement performance expectations, training, and consistent project execution standards.

- Oversee vendor selection, scope development, and budget management.


Budgeting & Operational Support

- Develop, manage, and report on land acquisition budgets, damage claims, and ongoing ROW maintenance costs.

- Support Operations with land access needs, emergency response, repairs, and integrity management.

- Provide accurate land cost forecasting for commercial agreements and capital project planning.


Qualifications


Required

- Bachelor’s degree in Land Management, Energy Management, Business, Engineering, or related field.

- 10+ years of progressive landman experience within the midstream, pipeline, storage, or energy sector.

- Strong negotiation experience in ROW acquisition, particularly in midstream project development, land agreements, and landowner relations.

- Working knowledge of title, surveying, appraisal, and applicable regulatory frameworks (e.g., FERC, PHMSA).

- Proven leadership experience managing teams and third-party vendors.

- Ability to interpret legal documents, plats, and property records.


Preferred

- RPL, CPL, SR/WA, or similar professional certification.

- Experience supporting gas storage field land management.

- Experience with GIS, land databases, and ROW management systems.

- Familiarity with eminent domain processes and regulatory testimony.
