Section 1 – Position Summary

This position is responsible for supervising the daily maintenance activities related to the instrumentation and SCADA systems, and directs a group of instrumentation personnel. This individual directs the activities of the group, assigns tasks, trains personnel, and schedules workforce so that equipment can be returned to service. Coordinates repairs with water and wastewater operations personnel to ensure workflow is affective. The individual in this position will be called on to oversee repairs of varying complexity. This individual is also responsible for the correct and safe repair and maintenance operation of all plant instrumentation equipment. This position performs skilled supervisory functions pertaining to the preventative and corrective maintenance activities, in an industrial setting, related to the inspection, repair, and maintenance of water and wastewater treatment and production equipment which may include: flow meters, instrumentation and SCADA equipment, ozone generators, chemical equipment, air compressors, valves, piping, motors pumps and various rotating assemblies. This position is responsible for overseeing the diagnosis, maintenance and calibration of all NTMWD SCADA and flow meters in the Water and Wastewater systems.

Section 2 – Major Responsibilities

1. Maintains a program of repair and preventive maintenance for SCADA, PLCs, radios, at facilities owned by the NTMWD.

2. Coordinates with other departments, NTMWD inspectors and contractors on project repairs and modifications.

3. Analyzes work orders and problems, estimates job requirements, and authorizes corrective action, materials and labor.

4. Receives service requests from current NTMWD work order management system and coordinates with personnel, to correct equipment that is out of service, and authorizes corrective action plan, materials and labor.

5. Observes safe work practices through proper use of safety equipment and procedures including permit required confined space entry and lock out tag out.

6. Responsible for ensuring subordinate employees observe safe work practices at all times.

7. Responsible for ensuring subordinate employees receive required trainings.

8. Completes project and NTMWD forms accurately and in a timely manner.

9. Makes routine visits in the field to oversee specific jobs to ensure work is being done correctly and in a timely manner and evaluating quality of work performed by subordinate employees

10. Directly supervises a group of Instrumentation Technicians and maintenance shop assistants to include hiring, training, scheduling, and performance evaluation.

11. Assist the Electrical Maintenance Manager in the day to day needs of the department including ordering parts, maintaining inventories, workspace organization.

12. Attend daily/weekly, and monthly meetings as needed.

13. Available to receive after hours calls to assist in emergency repairs, and may be subject to a call out for assistance of emergency work.

Section 3 – Knowledge, Skills & Abilities

1. Knowledge of the installation, maintenance and safe operation of Instrumentation equipment, Flow Meters, PLC’s and their applications.

2. Knowledge of safety pertaining to electrical distribution systems and equipment.

3. Ability to read electrical schematic drawings and one-line drawings.

4. Thorough understanding of electrical theory and practices.

5. Must be able to perform formal and informal maintenance training as required.

6. Knowledge of tools, equipment and materials pertaining to electrical maintenance

7. Must be proficient in the use of the District Computerized Maintenance Management System

8. Must be a self-starter with the ability to make decisions and exercise good judgment.

Section 4 – Education and Experience

1. Five years of experience in process control and/or measurement systems.

2. Valid Electrical Apprentice license preferred or obtain an Electrical Apprentice license with the State of Texas within 6 months

3. Requires a valid Texas Driver’s License.

4. Must possess a high school diploma or GED.

Section 5 – Environmental Factors, Activity Levels and Equipment

Will be working around medium voltage and low voltage instrumentation in building and meter vaults. Work conditions vary from indoor to outdoor activities. Outdoor activities may involve exposure to hot, cold, dusty, dirty, and/or noisy conditions. Activities may require sitting, standing, walking, bending, crawling, climbing, kneeling, balancing, pushing, pulling, carrying, dragging up to 75 pounds of equipment. Tools to be used include hand tools, power tools, calibration and maintenance equipment, measuring devices, analog and digital equipment, oscilloscope, V.O.M., frequency generators, counters, soldering equipment, simulators, probes, office equipment and vehicles.
