JOB SUMMARY
The Human Resources Business Partner (HRBP) II - Compliance and Special Projects is a strategic partner responsible for aligning business objectives with employees and management in designated business units. The HRBP II provides a full range of HR services in the areas of compliance, EEO, employee relations and performance management. The HRBP II provides assistance, interpretation, guidance and consultation to multiple business units. The HRBP II formulates partnerships across the HR function to deliver value added service to management and employees. The HRBP maintains an effective level of detailed business literacy about the business units.
ESSENTIAL FUNCTIONSAll Specialties
•Assesses and develops human resource-related processes and programs to meet objectives of the assigned business segment.
•Maintains open working relationships with the executive management team and all employees and performs as a vital strategic partner, and administrative expert for all Human Resources related issues.
•Prepares special reports by collecting, analyzing, and summarizing information and trends relating to the HR needs for the business segment, examines existing processes and suggests improvements.
•Participates in initiatives to proactively build community relationships for workforce development programs.
•Conduct focus groups, exit interviews and administer employee engagement surveys. Presents information at management team meetings and Board Meetings.
•Performs other duties as assigned.
Compliance and Special Projects
•Ensures organizational compliance with new and existing applicable benefits laws and regulations, to include HIPAA, COBRA, ACA, MHPAEA, transparency rules, SECURE 2.0, etc.
•Performs regular compliance checklist reviews.
•Identifies and coordinates with HR Leadership to address any potential compliance issues or risks and proposes solutions to mitigate them.
•Stays abreast of new and proposed benefit regulations at the federal and state level.
•Analyzes and interprets complex benefits laws and regulations to determine the impact on our organization and make recommendations for necessary actions.
•Coordinates reviews and changes with Benefits Consultant, Legal Department, third party administrators and other providers as necessary.
•Provides benefits data requested by internal and external auditors.
•Maintains accurate records and documentation related to benefits compliance.
•Monitors and reports on the effectiveness of our company's benefits compliance program.
•Assists with the development, implementation, and maintenance of assigned special projects.
MINIMUM REQUIREMENTSAll Specialties
•Bachelor’s Degree from an institution accredited by a recognized accrediting agency plus the experience requirements listed below OR High School Diploma and eight years’ of the experience requirements listed in the Specialty below.
•Valid Class “C” Texas Driver’s License.
Compliance and Special Projects:
•Three years experience in Human Resources functions such as recruiting, employment, compensation, benefits analysis, employee relations, EEO, and/or related work to include two years’ compliance experience with employee benefits laws and regulations.
PREFERRED QUALIFICATIONS* Master’s Degree in Human Resources, Management, Business Administration from an institution accredited by a recognized accredited agency.
•Professional Human Resources Certification or Senior Professional Human Resources Certification.
•Proficiency and/or formal certification in Six Sigma/Lean philosophies and principles.

•Ability to work effectively with internal and external customers, consultants, attorneys, and vendors.
•Ability to communicate effectively, verbally and in writing.

PHYSICAL DEMANDS AND WORKING CONDITIONS
Physical requirements include lifting up to 20 pounds occasionally. Subject to sitting and/or standing for long periods of time. Requires visual acuity, speech and hearing. May operate a company or personal vehicle on a daily basis. Working conditions are primarily in an office environment with occasional field visits.
May be required to work hours other than regular schedule such as nights and weekends.
