Human Resources Business Partner reports directly to the Assistant General Manager – Corporate Services. This position will run the daily functions of the Human Resource (HR) department including talent management, administering pay, benefits, leave requests, succession planning, employee retention, maintaining the employee personnel guidelines, providing guidance on various HR functions, and enforcing company policies/practices. This position will handle all compliance issues related to HR but will also ensure that HR strategies and initiatives support the overall business objectives and goals for the utility.
Responsibilities for this position include but are not limited to:
· Aligns HR with business strategy. Will contribute to the development of HR strategies that address the needs of the business and the employees.
· Analyze HR data and metrics to identify trends, issues, and areas of the business that need improvement.
· Participates in strategic planning processes to ensure that HR is a key player in the organization’s future direction.
· Helps maintain the District’s succession plan and helps keep the policy updated.
· Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments. This may include safety training, anti-harassment training, professional licensure, and aptitude exams and certifications.
· Maintain job descriptions, organizational charts and keeping them up to date as well as all other hiring materials.
· Recruits, interviews, and facilitates the hiring of qualified job applicants for open positions; collaborates with departmental managers to understand skills and competencies required for openings.
· Conducts or acquires background checks and employee eligibility verifications.
· Implements new hire orientation and employee recognition programs.
· Performs routine tasks required to administer and execute human resource programs including but not limited to benefits, and leave; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
· Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
· Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
· Will contribute to personnel policy development and implementation of HR policies and procedures.
· Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
· Maintaining an accurate and professional filing system for all HR personnel records. Keeping records filed and up to date on a weekly basis.
· Collaborates with outside vendors, upper management and all District personnel on a routine basis.
· Will work with employees to address concerns, resolve conflicts, and ensure a positive and productive work environment for all work groups.
· Will work to improve employee engagement and satisfaction through various initiatives and programs.
· Will help employees and Managers/Supervisors navigate organizational changes and transitions.
· Will provide coaching and mentoring to managers/supervisors/employees to help develop skills and capabilities for independent goals throughout the organization.
· Works regularly with upper management and will build and maintain strong relationships with each member of management.
· Works with the Assistant General Manager – Corporate Services on the establishment and reporting of HR activity and necessary performance measures.
· Must be able to plan large employee events and/or help a committee with this type of activity.

· Must be able to access and navigate each department at the organization’s facilities.
· Bachelor’s degree in Human Resources, Business Administration, or related field required.
· At least 2-3 years of human resource management experience preferred.
Must be able to sit at a desk for prolonged periods while working on a computer.
