Position Summary:
Under supervision of the GIS Manager, the Geographic Information System (GIS) Administrator performs technical work associated with operation, maintenance, and administration of the GIS Enterprise Environment.
Essential Functions:
•Research, evaluate, recommend and implement technical and administrative solutions to achieve GIS objectives to forward CWS’s mission.
•Administer ArcGIS Enterprise and ArcGIS Online, including installation and configuration, managing permissions, monitoring, and tuning for performance.
•Perform ArcGIS geodatabase maintenance and related GIS quality assurance and quality control practices and procedures.
•Assist with database administration (SDE with SQL Server) and maintaining multi-editor enterprise GIS database to ensure data accuracy.
•Create, test, manage, optimize, and maintain published ArcGIS Server services for applications, maps, geocoding, geometry, and geoprocessing.
•Using various tools, develop specific applications for use in GIS data entry, analysis, map and report production, and enhance existing programs to meet current requirements.
•Imports GIS data into database and performs data updates for various layers.
•Facilitate the acquisition and distribution of spatial data within the GIS, in addition to QA/QC of incoming/outgoing data.
•Work closely with Engineering, Operations, Customer Service, and Management professionals to support their data needs and use of GIS.
•Develop automation procedures using geoprocessing tools, Python, ArcPy, Arcade (Esri), and SQL.
•Resolve problems related to CWS’s GIS environment, propose and implement innovative solutions which prevent problems from reoccurring.
•Research the potential deployment of new technologies, systems and procedures to improve the efficiency and effectiveness of CWS’s GIS environment.
•Plan and execute software installation, upgrades, and patches, ensuring version compatibilities with all affected systems, desktop solutions, databases, and reporting environments.
•Provide 1st tier technical support as needed for field and office users on implemented Esri ArcGIS product stack including ArcGIS Online, ArcGIS Desktop, ArcGIS Enterprise, and Field applications.
•Deliver GIS presentations to small and large audiences.
•Provide additional leadership, vision and coordination of the CWS GIS; leads critical thinking about the complicated choices involved in the design and use of the GIS within CWS and its service area.
•Travel to GIS events and meetings in the local and regional area, and national to represent CWS.
•May be required to work during emergency conditions.
•Regular attendance is required.
•Job performance must conform to all CWS policies and procedures.
•Specific knowledge of CWS Environmental Management System Policy and Procedures.

Physical Requirements, Activities, and Working Conditions
•Sedentary work exerting up to 20 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift and transport objects.
•Ability to understand complex written and oral instructions and communicate with others orally and in writing.
•Ability to visually observe computer screens and hard copy drawings.
•Occasional field work to acquire additional GIS data, or to confirm accuracy of existing GIS data.
•Ability to work individually or in groups.
•Ability to operate a motor vehicle.
•Must be able to wear Personnel Protective Equipment (PPE) as defined in the Job Safety Analysis (JSA) to perform the required essential functions.
Education and/or Experience
•Bachelor’s degree in Geography, Planning, Computer Science, Engineering, GIS or related field with two (2) years’ experience OR an Associate’s Degree in a similar field with five (5) years of related experience.
•Strong experience supporting and using ArcGIS Desktop (ArcGIS Map & Pro), ArcGIS Enterprise, Portal and ArcGIS Online products.
•Experience maintaining data in an ESRI ArcGIS Enterprise versioned Geodatabase required.
•Advanced knowledge of GIS software and familiarity with relational database design as it applies to GIS.
•Knowledge of general mapping principles, spatial analysis, and cartography.
•Knowledge and experience working with coordinate system transformations.
•Experience programming and scripting with Python, ArcPy, Arcade, SQL, Esri Model Builder.
•General knowledge of the principles, theories and methods of database concepts related to the various types, classes, uses, and interrelationships of assets within a typical water and wastewater utility.
•Practical knowledge and experience using AutoCAD software.
•Experience creating and maintaining metadata for GIS databases.
•Experience planning, managing, and controlling GIS projects.
•Ability to provide training in the use of GIS applications.
•Knowledge of asset information management systems; CMMS, CCTV, ERP, Decision Support
•Knowledge of the principles of Effective Utility Management (EUM) and the ethic of continuous improvement.
•Ability to read and comprehend technical papers, drawings, plans, policies, procedures, technical manuals, software help files, etc..
•Experience in the preparation and presentation of projects, proposals, and concepts at a professional level.
•Strong analytical and organizational skills.
•Excellent written and verbal communication skills.
•Creative thinking abilities and problem-solving skills.
Licenses, Certifications, Registrations
•Valid South Carolina Driver’s License, required.
•Geographic Information Systems Professional Certification (GISP), strongly preferred.
•Esri Desktop Associate or Professional, preferred.
