Position Summary:
Under limited supervision this position is required to create and maintain computer-based and hard copy maps and databases to track quantity, location, type, age and condition of existing water or wastewater mains, force mains, and all related appurtenances. In addition, GIS operators are required to have knowledge and interaction with Cityworks, GIS software programs (such as ArcMap/ArcGIS Pro), and CWS’ GIS database.
Essential Functions:
•Investigate and perform research on historical records, county tax maps, permit application requirements, hydraulic requirements, service availability, material requirements, and construction details for technical projects.
•Create and maintain technical drawings, field drawings and grid maps of distribution system, including fire hydrants, valves, etc., or collection system mains, pump stations, manholes, grease traps, valves, construction details, and other technical drawings.
•Create and maintain computer-based and hard copy maps and databases to track quantity, location, type, age and condition of system appurtenances.
•Maintain and update GIS mapping systems through the use of GIS software programs (such as ArcMap/ArcGIS Pro).
•Analyze and compare data from television inspection reports and field drawings, and update applicable GIS maps, databases, and other drawings as required.

•Maintain status reports on progress, deficiency corrections, and special projects for section and departmental report preparation, modifications, and information procurement.
•Work extensively with GIS software programs (such as ArcMap/ArcGIS Pro) along with CityWorks.
•Ensure that features placed on GIS for Water Distribution or Wastewater Collection department are complete and accurate.
•Provides training for additional employees working on CityWorks/GIS and current staff accessing the software.
•Produces working drawings from computations and drafts finished drawings.
•If required, draw and produce accurate hard copy maps for field use as well as maps for presentational purposes.
•Support the development, modification, and implementation of specialized programs within the department.
•Maintain status reports on technical projects, deficiency corrections, and special projects for section and departmental report preparation, modifications, and information procurement.
•Populate information within the Computerized Maintenance Management System (CMMS) databases for the water distribution system or wastewater collection system.
•Verify and identify utility mains and appurtenances through the use of electronic detection equipment, grid maps, drawings, as-builts, etc., for CWS crews, contractors, engineers, developers, customers, other utilities, etc., and specialized programs.
•Regular attendance is required.
•Job performance must conform to all CWS policies and procedures.
•Specific knowledge of CWS Environmental Management System Policy and Procedures.
Additional Duties
•May analyze data from deficiency reports, initiate and prioritize projects, design and plan corrective actions, coordinate activities and repairs with departments, sections and contractors, and track projects status for project identification and implementation.
•May review new CWS and developer project plans to ensure the projects meet CWS specifications, and coincide with existing system improvements.
•May provide special graphics for events, advertising bill inserts, and Board meetings.
•May be subject to shift changes, abnormal working hours, etc., occasionally.
•May operate GPS software and hardware in conjunction with GIS.
•Perform other duties as assigned.
Job Requirements
Physical Requirements, Activities, and Working Conditions
•Sedentary work exerting up to 25 lbs of force occasionally and/or negligible amount of force frequently or constantly moves and transports objects.
•Must be able to remain in a stationary position 50% of the time.
•Visually observe and comprehend computer/terminal screens, reports and correspondence for data input and filing.
•Constantly operates a computer and other office productivity machinery such as but not limited to a telephone, calculator, fax, copier, calculator, scanner and/or microfilm reader / printer.
•Frequently move about inside the office to access file cabinets, office machinery, etc.
•Frequently positions self to maintain the filing systems and accessing bulletin boards.
•Must be able to communicate to exchange accurate information in writing, verbally and with a 2-way radio, to include comprehension of complex oral and written instructions.
•Ability to receive detailed information through written and oral communications.
•Ability to operate and maintain motor vehicles.
•Frequently subject to internal environmental conditions; and occasionally subject to external environmental conditions.
•Must be able to wear Personnel Protective Equipment (PPE) as defined in the Job Safety Analysis (JSA) to perform the required essential functions.
Education and/or Experience
•Minimum of two (2) years GIS related experience required.
•High School Diploma or GED required.
•Experience in the use of ArcMap/ArcGIS Pro preferred. Experience with GraniteNet preferred.
•Experience in Microsoft Word, Excel, and Cityworks (or similar software programs).
•Basic knowledge of Civil Engineering and surveying principles and practices.
•Use of the latest release of AutoCAD and associated programs (or similar software programs) preferred.
•Proficient knowledge of computer and software applications, i.e., word-processing, spreadsheet, personal computer applications, report preparation, and project tracking.
•Prior work record indicating dependability and conscientiousness.
Licenses, Certifications, Registrations
•Valid South Carolina Driver’s License required.
Training Needs:
•OSHA and Departmental safety training as required.
•Standard Operating Instruction (SOI) per department requirements.
