Summary: The General Manager is the chief executive officer responsible for implementing board policies and for managing the Meridian Service Metropolitan District and, by agreement, for managing the Meridian Ranch Metropolitan District, and Meridian Ranch 2018 Subdistrict, all Title 32 Special Districts, working under the direction of the MSMD Board of Directors as further described below.
The General Manager executes delegated administrative, financial and operational policies for the District involving all District services including: water, wastewater and surface water management; recreation centers and services, community parks, trails, landscaped parkways; and the Antler Creek Golf Course non-potable irrigation water supply. The General Manager is the appointing authority for all District employees and directly supervises District division managers. The General Manager coordinates with legal counsel, oversees all contracts and intergovernmental agreements, and serves as the primary contact with outside parties including the media, and any other duties/responsibilities as directed by the Board. The General Manager position is a full-time, salaried, position, and is considered exempt under the Fair Labor Standards Act.
The District: The Meridian Service Metropolitan District (MSMD) is responsible for owning, operating, and maintaining water, wastewater and storm drainage systems, community parks, recreation centers, street lights, and substantial landscaping for the master planned community of Meridian Ranch consisting of 2,560 acres and a planned 5,000 residential units. The Meridian Ranch community currently includes one elementary school, one high school, the Antler Creek golf course and The Shops at Meridian Ranch retail center, all commercial customers of the District.
The water system has multiple sources of supply including on-site and off-site Denver Basin and alluvial groundwater, two raw water booster pump stations, a Water Treatment Plant, 3 storage tanks, a potable water booster pump station, and extensive distribution system. The District has multiple intergovernmental agreements with other districts regarding the delivery and supply of water including emergency supplies and potential replacement water pursuant to a joint Replacement Plan with the Cherokee Metropolitan District.
The wastewater system includes a collection system, and a major lift station and force main which pump wastewater to a regional facility known as the Black Squirrel Waste Water Reclamation Facility owned and operated by the Cherokee Metropolitan Service District. The District has multiple intergovernmental agreements with other districts regarding the delivery and treatment of wastewater.
The parks and recreation system includes a 42,000 square foot recreation center including indoor swimming pool, outdoor swimming pool, workout facilities, and gym. A second recreation facility, a 45,600 square foot field house with an indoor turf field, an indoor track, and workout spaces, is scheduled to be completed in 2025.
The District owns and operates Community Parks, and miles of landscaped trails and streetscape.
The District administrative staff is currently located in leased office space at The Shops at Meridian Ranch. The District plans to construct a new office building near the new Field House scheduled to be completed in 2025. The primary developer within the District is GTL Development Inc. The General Manager works closely with GTL throughout the buildout period of Meridian Ranch, planning for the transition from a developing master planned community to a completed community.
Specific Duties and Responsibilities of the General Manager include the following. Other duties may be assigned.
Supervisory Responsibilities: The General Manager is the appointing authority for all District employees and directly supervises District division managers. The District currently has approximately 110 employees. The staff is constantly growing due to the ongoing development of the master planned community and due to in-sourcing services that have been provided by contractors.
The General Manager carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. The General Manager also plans for the staffing levels and develops the organizational structure subject to Board approval.

Math Ability: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Computer Skills: To perform this job successfully, an individual should have knowledge of Microsoft Word, Microsoft Excel, and Microsoft Outlook.
Education/Experience: Eight to ten years of experience or equivalent combination of education and experience. Specific experience is preferred in either general administration and public finance, or water and sewer operations and maintenance and regulatory compliance, or engineering program management related to public utility capital projects design and construction. Experience working in special districts in Colorado is preferred.
Knowledge, Skills and Other Abilities: Comprehensive knowledge of budgeting for multiple departments, local government revenue enhancement and funding strategies and comprehensive accounting skills.
