What can you expect?
As the General Manager you will work onsite in Houston, TX and will oversee business operations and manage awarded projects according to industry standards, regulatory agencies, and internal goals and policies. You will plan and develop strategic plans and optimize our organizational structure to accommodate the Company's scaling.
How will you do it?
•Play a key role in developing the Company’s strategic plan regarding growth, revenue, profit, labor force, personnel training, work quality, and customer loyalty.
•Manage the business development process:
•Prepare, maintain, and execute plans established in the business strategy.
•Build and foster relationships.
•Develop a pipeline of opportunities and achieve new business targets.
•Responsible for assurance, including performing checks and balances for compliance with standards, company policies, and vision.
•Identify, develop, and implement forward-looking procedures to accommodate the growth and future needs of the company.
•Coordinate all aspects of operations, including financials:
•Approve and monitor company budgets.
•Code and approve invoices and time sheets accordingly.
•Collect necessary information for decision-making on company asset purchases and dispositions.
•Collaborate with various groups within Calista Corporation, Calista Brice, Civil Business Unit, and multiple client organizations.
•Oversee the selection, hiring, and management of staff adhering to Company employment practices and policies as well as maintaining alignment with corporate code of conduct.
•Tactfully communicate sensitive information.
•Oversight of project estimating and bid process.
•Manage awarded projects; specifically:
•Develop proposals, cost estimates, and bids.
•Manage the submittal and approval process; prepare change requests. Monitor/review plans, reports, permits, requests for information, and design change/variance requests.
•Procure and schedule necessary materials and resources such as equipment, team members, and subcontractors.
•Determine labor requirements.
•Select, hire, and oversee the work done by subcontractors.
•Determine the best source of construction materials.
•Oversee the delivery of materials, tools, and equipment.
•Ensure resources are used efficiently and effectively.
•Obtain necessary licenses or permits.
•Supervise the planning of design and/or construction work; ensure accuracy of project team analysis of project drawings, specifications, project schedule, environmental requirements, and quality expectations.
•Analyze project profitability, revenue, and margins.
•Prepare project budget and track time and expenses to budget.
•Serve as a point of contact for clients.
•Prepare periodic progress reports outlining materials used, costs, and work schedule adjustments.
•Oversee documentation and retention of information related to project start-up, commissioning, contracts, completion reports, as-built documentation, and project close-out.
•Oversee progress at work sites.
•Monitor compliance with applicable municipal, state, and federal regulations.
•Ensure that job-required reporting is received thoroughly, including safety reports, daily updates, photographs, timecards, and other construction reporting.
•Ensure project milestones are completed on schedule.
•Ensure that projects are executed safely according to contract specifications, precisely:
•Actively support Brice’s Health and Safety Program.
•Stay appraised of on-site compliance and safety audits; suspend or modify work practices as necessary.
•Verify that the personal protective equipment (PPE) and safety equipment needed for the project are provided and properly used.
•Serve as an organizational resource for project questions, best practices, and industry standards.
•Oversee administrative operations of the business including staffing that support the general business operations and project controls.
•Prepare comprehensive resource pre-planning including personnel, equipment, materials and supplies and communicate that with relevant departments on a regular and timely basis.
•Develop and maintain a cohesive team environment with co-workers in a respectful and supportive manner.
•Work in a constant state of alertness and in a safe manner.
•Seek and participate in development and training opportunities.
•Participate in periodic management and executive meetings.
•Perform other duties as assigned or directed.
Supervisory Responsibilities:
Supervises assigned Company employees that may include supervision of employees in related companies. Coach cross-functional teams to meet project and company objectives.
Knowledge, Skills, & Abilities:
•Extensive proven/demonstrated experience in the Federal and Texas DOT market with experience leading and winning contracts.
•Firm understanding of the Federal Government procurement life cycle.
•Advanced knowledge of project management and proposal development best practices and concepts.
•Knowledge of organizational structure, workflow, and operating procedures.
•Technical knowledge of various field construction concepts, practices, and procedures.
•Advanced Microsoft Project, Excel, Word, Outlook, and PowerPoint knowledge.
•Advanced knowledge of construction, architectural, and building industry-standard operating practices/procedures.
•Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
•Skill in organizing resources, establishing priorities, meeting deadlines, and managing time.
•Desire to improve organizational performance through supervising, coaching, and training staff and organizing, prioritizing, and scheduling work assignments.
•Ability to prepare accurate budgets and cost estimates and in-depth knowledge of fiscal management principles and procedures.
•Ability to create, read, and understand complex contract documents.
•Ability to promote a can-do attitude.
•Ability to build solid relationships with key individuals and mature new business opportunities.
•Ability to relate to people at all levels within the organization in a positive manner that supports the Calista Brice standards and corporate code of conduct.
•Ability to gather data, compile information, and prepare reports.

Who is Brice Highway looking for?
Minimum Qualifications:
•Bachelor’s degree in Engineering, Construction, or related field required; professional experience may be substituted.
•Ten (10) years of progressively increased responsibilities and diverse experience in Construction work with experience leading Federal contracts preferred.
•Minimum five (5) years’ experience as a General Manager or related position including overseeing both business and project operations and managing staff across all positions in an organization required.
•Valid state driver’s license and qualified to operate a vehicle under the conditions of the Brice Highway’s Driving Policy.
•Ability to pass a drug and background screening.
Preferred Qualifications:
•Familiarity with HCCS “HeavyBid” and “Heavy Job” software preferred.
•Project Management and/or Construction Management certification preferred.
•Ability to speak Spanish preferred.
Work Environment:
The work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Brice has a fast-paced multi-tasking office environment requiring a high degree of efficient and effective performance. At times, work is performed outside of the office at indoor and outdoor job sites. Adaptability regarding schedule and design changes, and occasional overtime for immediate field support or bid processing may be necessary.
