The Environmental Health & Safety (EHS) Manager at Powerline Plus Ltd. plans, organizes, directs, controls and evaluates the daily operations of all Powerline Plus Ltd. EHS initiatives, policies, and procedures. Activities include but are not limited to; developing and implementing EHS policies, procedures and programs; ensuring compliance with all applicable legislative and regulatory body requirements; monitoring and coordinating all necessary training both externally and internally; compiling information for auditors and working conjunctively with management and executives to set and achieve EHS organizational goals and objectives. The EHS Manager participates actively and maintains ongoing relations with external clients, auditors, regulatory bodies and various ministries, field staff, office staff, EHS Field Inspectors, Project Supervisors, Project Managers, Upper Management and Executives.
The successful candidate will possess the following qualifications:
- Completion of Secondary School
- Minimum of seven (7) years of experience in a management or high level supervisory role as healthy and safety figure within the electrical distribution construction industry
- Extensive knowledge of Environmental Health and Safety rules and regulations for utility construction is required; including not but not limited to: Ontario Occupational Health and Safety Act (OHSA), Electrical Utility Safety Association rules (EUSR), and the Environmental Protection Act (EPA)
- Experience working in ISO and COR certified environments
- Valid Ontario Driver’s License class ‘G’ or better with clean abstract
- Ability to work outdoors in adverse conditions such as: heat exposure, cold temperatures, rain, snow etc.
- Intermediate knowledge of Microsoft Office
EHS role includes but not limited to the following duties:
- Plan, organize, direct, control and evaluate the operations of the Environmental Health & Safety Department
- In conjunction with Upper Management ensure all EHS related training and initiatives are completed within EHS departmental operational budget as set out by Powerline’s Executive team
- Creating and implementing new Environmental Health & Safety policies and procedures, as well as creating and monitoring various spreadsheets / databases for quality control
- Ensure compliance with applicable legislation, regulation, and adjudicative bodies; including, but not limited to: Occupational Health and Safety Act, Electrical Safety Authority, Ministry of Labour, Ministry of Environment, Ministry of Transportation, Ministry of Training Colleges and Universities, Ontario College of Trades and the Municipality of Toronto
- Ensure proper incident reporting is completed to include a thorough root cause and preventative measures analysis, and to follow through with implementation for every department
- Organize and facilitate internal training sessions which include but are not limited to; Toronto Hydro Work Protection Code, Poletop and Bucket Rescue and ESA 22/04
- Prepare material and content, as well as scheduling and facilitating all internal safety meetings and seminars
- Coordinate and schedule all external training sessions and presentations
- In conjunction with the Electrical Manager and under the Ministry of Training Colleges and Universities as well as the Ontario College of Trades standards; development of 434A Powerline Technician field assignments to coach, develop and monitor apprenticeship progression
- Conduct site visits to various job sites in an urban area during all phases of projects, including; preconstruction, construction and post construction, assessing risk and evaluating safety culture in the field, with specific focus on electrical job sites
- Process Improvement and QA/QC for job planning and execution
- Managing and auditing Green Construction Folder (GCF) return procedure; implementing new processes to improve functionality and reduce redundancies in the process
- In conjunction with Legal, work to resolve all EHS claims and MOL charges
- Address any and all concerns raised by reporting staff including but not limited to; job specific requirements, applicable codes and legislations, safety concerns etc.
- Monitoring, mentoring and evaluating reporting staff; taking disciplinary action when need be
- For reporting staff, approval of overtime hours, vacation, sick time, leaves of absence, and work to resolve any discrepancies’ involving these issues with Human Resources and Payroll
