The Peace River Manasota Regional Water Supply Authority is hiring an Engineering and Projects Manager to join our team to manage our next round of capital projects.

Job Summary

This position is responsible for performing work in a wide range of practice areas including engineering, operations, data analysis, permitting, project management, and budgeting/fiscal responsibility.

Essential Job Functions

•

Updates Capital Improvements Plan.

•

Updates Renewal & Repair Program.

•

Supervises the Engineering and Construction staff.

•

Trains, plans, directs, and reviews the work of one or more staff members in department or assigned to projects.

•

Develops requests for Proposals to solicit professional services.

•

Develops requests for Quotations to solicit bids for materials or services.

•

Develops contract language, advertisements for bids, instructions to bidders and drawings and specifications as needed for procurement efforts.

•

Negotiates scopes of work and fees for professional services.

•

Meets with vendors or suppliers to identify project specification needs.

•

Develops prioritized Renewal and Replacement project line items for budgeting.

•

Performs analysis of hydrologic, environmental, and operational data.

•

Participates in capital project management including contractor and consultant invoice or payment request analysis and approval.

•

Provides engineering support for facility operations and permit or regulatory requirements.

•

Manages large capital projects as the designated project manager.

•

Employs a variety of activities and approaches to provide assigned staff with development and direction.

•

Performs other related job duties as assigned.

Qualifications Education and Experience:

Bachelor’s Degree in Engineering; Florida Professional Engineering License, and five (5) years of relevant experience; or an equivalent combination of education and experience.

Special Qualifications

A valid State of Florida driver’s license to operate the motor vehicle operated. The requirement exists at the time of hire and as a condition of continued employment.

Comprehensive knowledge of the PRMRWSA Authority policies and procedures.

•

Knowledge of scientific practices.

•

Knowledge of drinking water regulations.

•

Knowledge of financial controls for managing utility projects.

•

Knowledge of ground/surface water treatment processes.

•

Ability to manage projects and negotiate with Consultants and Contractors.

•

Ability to communicate effectively orally, in writing, and through presentations.

•

Ability to convey technical information accurately and clearly.

•

Ability to make effective public presentations

•

Ability to plan, organize, schedule, and conduct work without direct supervision.

•

Ability to plan, organize, schedule, and supervise the work of others.

•

Ability to work effectively with others.

•

Ability to use and be proficient in the use of computer systems, modern office equipment, and computer software, including the Microsoft Office suite.

•

Ability to work effectively with all levels of management and other staff members and demonstrate initiative, mature judgement, customer orientation, and ability to anticipate the organization’s needs.

•

Ability to operate a motor vehicle properly and safely.

Minimum Standards Required To Perform Essential Job Functions PHYSICAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Tasks typically will involve a relatively low level of physically demanding work but may include walking, stooping, kneeling, crouching, and crawling, lifting, carrying, pushing, and/or pulling moderately heavy objects. In addition, you must have the ability to sit and stand for extended periods.

Sensory Abilities

Some tasks require the ability to perceive and discriminate sounds. Some tasks require the ability to perceive and discriminate colors or shades of colors. Some tasks require the ability to perceive and discriminate depths. Some tasks require the ability to perceive and discriminate odors. Some tasks require visual perception and discrimination.

WORK ENVIRONMENT

Tasks will primarily involve work in an office environment. Some work outdoors in a wide range of southwest Florida weather and field conditions may be required.
