Overview
We are currently seeking a Director, Information Technology who will be responsible for all aspects of information technology, including the OEB’s environment, strategies, plans, policies, security, licensing, assessments as well as other organizational service functions through ITHelp. This person will formulate and manage the Information Technology strategic plan (ITSP) and operational plan (ITOP) for OEB. The role will also lead the maintenance, refinement and development of all related major multi-year project initiatives and manage relationships with business units. They will provide vision, purpose, direction, and strategic leadership to the Division, to ensure effective execution and delivery of the required services that supports the OEB objectives.
Responsibilities
•Direct and design operational activities and provide direction and support for IT solutions that enhance corporate business operations.
•Responsible for staffing levels of the department, including the recruitment and selection of direct reports to support building a diverse and empowered team, and using external resources where appropriate.
•Partner with senior leaders and executives to provide counsel and ensure all decisions, programs and services are aligned with the culture and support the delivery of corporate goals and strategies.
•Lead the OEB IT Steering Committee to ensure the timely and appropriate execution of the IT Operational Plan and to keep the Executive team up to date on emerging IT issues that impact the OEB. As well as, Overseeing and guiding the OEB’s Data Governance Working Group and the Artificial Intelligence Working Group.
•Partner with divisional leaders to establish seamless business integration practices and gather business requirements to leverage business transformation to better utilize data and technology.
•Ensure the ongoing provision of OEB’s business systems and platforms, including Microsoft, Oracle, Pivotal, SAP, Internet and intranet.
•Assess business activities and recommend strategies that will contribute to increased program responsiveness, effectiveness and quality of services provided.
•Lead and manage the tendering/competitive processes and contract management activities.
•Ensure the reliability and security of the OEB’s Corporate Assets through a robust Cyber Security program.
•Develop a technical overview of the IT infrastructure, a process roadmap for IT and an IT training plan.
•Develop and maintain strategies, frameworks, policies, training and guidance related to IT and data management.
•Manage the overall budget, financial monitoring, forecasting, and administrative functions for the division to ensure budget compliance
Qualifications
•University degree in Computer Sciences, Computer Systems Engineering, Business Systems, or related discipline. Certification in related Cyber Security domains.
•10 years’ progressive experience in Information Technology leading complex software system designs, development, and implementation. This should include experience in a management role leading an IT function working with complex software system designs, development, and implementation in a unionized environment.
•Knowledge of current and emerging directions in the field of IT, electronic technologies, data management and large-scale office information systems including document/records management and cybersecurity
•Advanced expertise in programming, database programming, modeling languages, markup languages and a variety of operating systems and software applications
•Analytical skills to lead the maintenance, refinement, and development of IT initiatives.
•Experience developing and implementing IT strategy.
•Strong oral and written communication skills, including formal presentations to audiences.
•Project management skills to manage multiple multi-year projects in a complex environment
•Experience related to Cyber Security
•Knowledge of energy industry, related regulatory processes and associated economic and legal issues and their implication to OEB
