JOB SUMMARY
The Design Manager is responsible for managing the projects and personnel in the design group of the engineering department. The Design Manager manages the Company's in-house designs, design strategies, deliverables, and conformance with company standards. The Design Manager is responsible for coordinating and prioritizing the projects approved in the Company's Construction Budget and tasks completed by the design group with direction from the Vice President – Engineering and input from the Engineering Manager.
JOB DUTIES AND ESSENTIAL FUNCTIONS
Responsible for a variety of tasks and duties, which may include, but would not be limited to, the following:
•Manage the preparation of design plans, specifications, calculations, permitting documents, bid requests, and cost estimates of materials and labor.
•Manages the design and permitting schedules of all projects approved in the Construction Budget.
•With direction from the Vice President – Engineering, coordinates with Engineering Manager to prioritize all projects approved in the Construction Budget.
•Supervise the design group employees and manage the day-to-day workflow for the design group.
•Set clear direction and expectations for employees and communicate context and understanding of such direction.
•Oversee and participate in preparing and developing water main, water storage tanks and booster pump station construction plans and details.
•Oversee the design process and QA/QC for in-house completed designs.
•Develop and maintain the company's design standards and procedures
•Develop and maintain standard details for construction.
•Coordinate design plans and concepts with company Engineers and Division Managers.
•Coordinate and train new employees.
•Manage and evaluate department employees for all necessary training in company procedures, and other corrective disciplinary actions.
•Evaluate employee's performance and recommended compensation.
•Resolve conflicts between employees.
•Evaluate potential candidates for employment.
•Develop and maintain effective working relationship with surveyors, consultants, and permitting agencies.
•Assist Vice President – Engineering in preparing annual capital budget.
•Assist Vice President – Engineering in preparing supporting evidence, documents, and tables for rate case testimony.
•Knowledgeable and remaining current on relevant regulatory changes and/or updates, and appropriate codes.
SKILLS, KNOWLEDGE, AND PHYSICAL REQUIREMENTS

•Proficiency with personal computers and strong working knowledge of and experience with and variety of computer design and related software packages such as: Microstation, AutoCAD, Civil3D, GIS related software and MS Office suite.
•Understanding of City, County, State, and Federal permitting requirement for water system design.
•Ability to handle high volume of varied tasks, works well under time constraints, and adaptable to changing direction.
•Must have the physical dexterity and ability to perform all duties at experience level required.
•Must be dependable, punctual, and have good attendance.
•Neat, presentable, and professional appearance.
•Position also requires ability to perform repetitive physical activities using feet, legs, hands, and arms.
•Position also requires stooping, bending, kneeling, reaching, grasping, climbing stairs.
•Occasionally lift and carry up to 75 lbs.
EDUCATION, TRAINING, AND EXPERIENCE
The following are required:
•Undergraduate degree in Civil Engineering or closely related field from an accredited college or university.
•Minimum 10 years of progressively responsible drafting and design experience.
•Registered Arizona Professional Engineer (P.E.) in Civil Engineering or closely related field.
•Advanced training and expertise in design and drafting software.
•Must have a valid, appropriate Arizona driver's license with an acceptable driving record.
