Coordinator, Marine Engineering develops, plans, monitors, and executes a variety of projects associated with the refit, repair, and maintenance of the Marine Transportation Services (MTS) fleet. This position provides technical expertise to maintain the operational integrity, reliability, and regulatory compliance of the fleet and infrastructure in accordance with territorial and federal legislation, GNWT policy, and departmental procedures.
- Develop plans and strategies for implementing technical marine projects, including work methods, procedures, and acceptance criteria
- Prepare accurate and timely engineering plans and reports based on preliminary engineering data
- Produce terms of reference for each project outlining the scope of work and budget requirements
- Participate in project planning to ensure operations are maintained during implementation
- Identify staff and contractor requirements to execute each project effectively
- Review proposals submitted by consultants and participate in evaluating and selecting consultants
- Analyze design alternatives for feasibility, economics, and adherence to naval architecture standards
- Review itemized cost estimates and obtain necessary technical and regulatory approvals
- Prepare detailed specifications, plans, and cost estimates for projects
- Address bidder queries and attend tender openings, providing recommendations for tender acceptance or rejection
- Conduct pre-construction activities, including meetings and verification of scope, budget, and schedule
- Monitor contractor work for compliance with project specifications, layout, construction testing, and records
- Track contractor performance against tendered targets and planned expenditures
- Act as the primary consultant for major modifications to the MTS fleet
- Conduct inspections of the fleet to ensure compliance with maintenance and operational standards
- Research and provide recommendations for feasibility and cost studies, haul-out facilities, and long-term capital forecasts
- Troubleshoot emergency situations, such as mechanical breakdowns, and develop procedural adaptations to legislative requirements for the unique NWT environment
- Investigate incidents and recommend mitigation strategies
- Schedule and conduct regular equipment inspections, checks, and verifications
- Oversee emergency repairs to minimize service interrupti ons
- Mentor staff involved in projects, providing training and technical advice
- Ensure equipment performance and reliability standards are met following repairs and overhauls
- Maintain supply chains for materials, spare parts, tools, and test instruments to support emergency repairs and preventati ve maintenance
- Provide input into the 1, 3, 5, 10, and 20-year plans for vessel life cycle management and regulatory compliance
- Establish annual refi t needs and schedules with the MTS Management Team
- Develop best practi ces for project planning, implementati on, and risk management
- Maintain comprehensive records of preventati ve maintenance
- In-depth technical knowledge of marine engineering principles
- Familiarity with marine vessel design, construction, refit, and operations
- Proficiency in standard repair methods, tools, equipment, and techniques for marine vessels
- Knowledge of Transport Canada Ship Safety requirements, the Canada Shipping Act, and other regulatory frameworks
- Awareness of northern construction practices and sensitivity to regional economic, social, cultural, and environmental conditions
- Strong diagnostic skills to locate and address mechanical problems effectively
- Proficiency in Microsoft Office applications (Word, Excel, Outlook, and PowerPoint) for documentation, reporting, and communication
- Ability to use maintenance tracking and management systems (HELM Connect)
- Marine Engineering Certification
- A minimum of five (5) years of work experience as a Marine Engineer
- Problem-solving and troubleshooting expertise
- Project management and planning capabilities
- Strong written and verbal communication skills
- Ability to adapt technical procedures to unique environmental and operational challenges
- Willingness to work extended hours, including evenings and weekends, to meet operational needs
