Job Summary
The Marine Coordinator plays a pivotal role in overseeing and coordinating diverse facets of Freeport LNG marine operations. This position will serve as the Person-in-Charge (PIC) of Shoreside Transfer Operations during ship loading operations and will be responsible for the administrative activities associated with the marine transfer area during ship loading operations. These activities will span the entire vessel port of call from pre-arrival, arrival/pre-transfer, cargo loading, and post loading activities. Responsibilities span vessel movements, cargo handling, port logistics, safety procedures, and crew management. Collaboration with stakeholders such as vessel agents, port stakeholders, terminal operators, and regulators is essential to ensure seamless and efficient marine operations.
This position is based at the Quintana Liquefaction Facility with travel to offsite locations as required. This position requires the incumbent to hold a valid, unexpired driver’s license at all times in order to perform the essential functions of the job.
Duties/Responsibilities
Serve as the PIC during ship loading operations ensuring all requirements in 33 CFR 127 are met.
Monitors controls and standards to ensure safe and efficient marine LNG operations and adherence to approved policies, procedures, government regulations, and shipping protocols associated with general marine operations and marine LNG operations.
Promotes safety and environmental compliance at all times by enforcing all safety and environmental policies and procedures.
Assists in coordinating arrival, loading/unloading, and departure of LNGCs at the terminal.
Assists in the daily dock operations including:
Ship berthing/unberthing.
Gangway deployment.
Connect communication cables and set up mooring lines Tension Monitoring System.
Monitor and provide an overview of all marine operations for records and reports.
Monitors daily dredge and/or bathymetric survey activities as directed during such events.
Interacts with all the plant departments concerning marine issues. Creates windows of opportunity within the shipping schedule to facilitate routine maintenance, corrective actions, and capital project activities.
Communicates with and coordinates marine-related and/or other company activities, as assigned, with federal, state, and local agencies and outside organizations such as the United States Coast Guard, Department of Transportation, Federal Energy Regulatory Commission, and local law enforcement as directed.
Conducts or otherwise participates in periodic Bathymetric surveys of berth and construction dock basins as directed.
Oversight and daily coordination of Marine Department third-party contracts such as Pilots, line handling, and cargo surveyors, including dispatch, maintenance scheduling, crew changes, fueling, and compliance with Freeport LNG contractor safety protocols.
Issue Permit to Work to contractors for ship related activities.
Accurately track all marine activities to provide company-wide analysis of KPIs that drive business decisions.
Communicate with local pilot associations and shipping agents regarding shipping traffic and weather-related transit issues to make decisions and recommendations to key stakeholders within the organization regarding shipping activities.
Serves as a designated Alternate Facility Security Officer for the Liquefaction Facility.
Executes the Declaration of Security (DOS) with all ships and maintains awareness of current security posture and local US Coast Guard MARSEC levels.
Responsible for the execution of all activities associated with the Custody Transfer process. This includes the appointment and management of activities associated with the Independent Surveyor for each loading - oversee opening and closing CTMS, calculates the energy delivered on each loading which is crucial for facility hydrocarbon accounting and monthly reservation fee calculation. Subsequent to completion of each loading, produce the Terminal Documents, i.e. Master Receipt of Documents, Certificate of Quality, Certificate of Quantity, Terminal Statement of Facts. Responsible for ensuring Custody Transfer complies with the LNG SOP and associated contractual obligations.

Minimum Required:
- High School Diploma or GED Equivalent
- 1-3 years of relevant work experience supporting terminal level marine operations activities or the marine industry.
- Associate Degree in any discipline
- 3+ years of relevant work experience supporting terminal level marine operations activities. A working practical knowledge of all facets of LNG (or other cryogenic hydrocarbon liquid) transportation. A high level of safety awareness and knowledge of applicable Coast Guard regulations.- Ability to obtain and maintain a valid Transportation Worker Identification Credential

HSE Roles and Responsibilities
Support the policies, efforts, and programs of Freeport LNG Health, Safety and Environmental Management System. Actively participate in the HSE Management System Policies. Ensure that HSE concerns are given priority in all activities completed within their area of responsibility. Implement routine inspections to ensure safe operating conditions.
- The Marine Coordinator position works a 12-hour shift rotation providing 24-hour coverage to support the terminal marine operations activities.
- While performing the duties of this position, the employee is often required to stand, walk, sit, climb stairs, lift, balance, stoop, kneel, crouch, talk and hear, smell, type and write.
- Must be able to board a ship or other vessel via a gangway or ladder, scale vertical steel ladder up to forty feet or more in height, and lift and move objects weighing up to 30 pounds.
- While performing the duties of this job, the employee will work indoors and outdoors and be periodically exposed to year-round weather conditions, the ocean coastal environment, noise, and occasionally spurious process gases and vapors.
- Specific vision abilities required include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
- Ability to move throughout all areas of the facility.
- Required to pass regularly scheduled physical examinations mandated by regulatory authorities and company policies.
