Job Description Summary

Reporting to the Commissioning Manager, the On-Site Commissioning Lead is responsible for coordinating and supervising all site commissioning activities under GE GSI scope of work determined by the Commissioning Manager / Coordinator for the specific project according with safety, quality, and technical requirements.

Working with the Commissioning Coordinator, the Commissioning Lead will be executing the commissioning plan with the on-site commissioning team, ensuring the team is following all the pre-determined processes and procedures for all safety, quality, and technical matters.

The Commissioning Lead will provide daily reports about the progress of site activities as well as logging into the technical tracker the dates of completion of each part of the scope. It’s also under his/her responsibility to approve timesheets from the commissioning team not only to ensure a proper allocation of the hours among base scope, quality issues, or change orders, but also to ensure the hours logged and activities performed are according with the project budget to avoid margin degradation.Job Description

Essential Responsibilities:

Preparation and planning phase:

Support the project execution team on commissioning matters.
Technical governance and customer relations on commissioning matters.
Plan and support pre-commissioning effort (instrumentation, documentation, etc.).


(Execution phase):

Ensure work is performed safely according with GE standards and local requirements.
Contribute to overall quality and excellence in execution of commissioning.
Perform instrument functionality verification at site.
Responsible for the start-up of the various auxiliaries’ system.
Conduct electrical commissioning tests on instrumentation.
Conduct commissioning tests (electrical and mechanical) of auxiliaries’ systems of Substation plants and synchronous condenser facilities.
Perform the electrical test support for the start-up of Substation plants and synchronous condenser facilities.
Perform LOTO and safety preparations as required for the commissioning tests.
Provide support to the site teams regarding the technical issues or challenges.
Keep good records about site activities, work performed, issues faced and how they were dealt with (non-conformity) to provide feedback to business and support it with information in case of claims.
Collaborate in resolving complex problems.


Requirements:

Bachelor’s degree in electrical engineering with 5 years’ experience (OR) a High School Diploma with a minimum of 10 years of field experience.
Minimum of 5 years of experience on substation commissioning.
Ability and willingness to travel 80% of the time, including international, and must comply with all relevant company travel and tax policies. (Be available for work on project sites in Canada and US.)
Must be proficient in French and English.


Desired Characteristics:

Proficiency in any data acquisition software considered an asset.
Ability to navigate cross-functions and create a good rapport with other teams (Project Management, Engineering, Finance, Fleet Support, EHS, HR, etc.).
Ability to comply with mandatory requests on time, such as: trainings, timesheets, expense reports, daily reports, etc.
Understand and implement, when required, cost and schedule control for commissioning scope.
Electrical or mechanical installation experience considered an asset.
Technical skills in programming and testing of PLC’s and Controls
Strong EHS culture.
Good understanding of electro-mechanical systems.
Ability to multitask and shift between many different projects and initiatives with tight deadlines.
Excellent interpersonal skills, teamwork skills and autonomy.
Ability to build strong customer relationships.
Demonstrated ability to work effectively with minimum supervision.
Strong customer service orientation.
Testing of power distribution and delivery equipment of High Voltage Switchgear, Switchgear, disconnect switch, circuit breaker, capacitor bank, reactor, and Transformers.
Proficiency in Microsoft Office (Outlook, Word, Excel, etc.) and have good computer skills.

The salary range for this position is 86,700.00 - 121,800.00 USD Annually. The specific salary offered to a candidate may be influenced by a variety of factors including the candidate’s experience, their education, and the work location. In addition, this position is eligible for a performance bonus. 86,700.00 - 121,800.00 - 144,300.00 USD Annual

Responsabilités essentielles :

Phase de préparation et de planification :

Soutenir l'équipe d'exécution du projet sur les questions de mise en service.
Gouvernance technique et relations avec les clients sur les questions de mise en service.
Planifier et soutenir les efforts de pré-mise en service (instrumentation, documentation, etc.).
Phase d'exécution :

Veiller à ce que le travail soit effectué en toute sécurité conformément aux normes GE et aux exigences locales.
Contribuer à la qualité globale et à l'excellence dans l'exécution de la mise en service.
Effectuer la vérification de la fonctionnalité des instruments sur site.
Responsable du démarrage des différents systèmes auxiliaires.
Réaliser des tests de mise en service électrique sur les instruments.
Réaliser des tests de mise en service (électriques et mécaniques) des systèmes auxiliaires des centrales de sous-station et des installations de condensateurs synchrones.
Effectuer le support des tests électriques pour le démarrage des centrales de sous-station et des installations de condensateurs synchrones.
Effectuer les préparations LOTO et de sécurité nécessaires pour les tests de mise en service.
Fournir un support aux équipes sur site concernant les problèmes techniques ou les défis.
Tenir de bons dossiers sur les activités du site, le travail effectué, les problèmes rencontrés et comment ils ont été résolus (non-conformité) pour fournir des retours à l'entreprise et la soutenir avec des informations en cas de réclamations.
Collaborer à la résolution de problèmes complexes.
Qualifications:

Forte culture EHS.
Être disponible pour travailler sur des sites de projet au Canada et aux États-Unis.
Bonne compréhension des systèmes électromécaniques.
Capacité à gérer plusieurs tâches et à passer d'un projet à l'autre avec des délais serrés.
Excellentes compétences interpersonnelles, compétences en travail d'équipe et autonomie.
Capacité à établir de solides relations avec les clients.
Capacité démontrée à travailler efficacement avec un minimum de supervision.
Forte orientation service client.
Capacité à naviguer entre les fonctions et à créer une bonne relation avec les autres équipes (gestion de projet, ingénierie, finance, support de flotte, EHS, RH, etc.).
Capacité à respecter les demandes obligatoires dans les délais, telles que : formations, feuilles de temps, rapports de dépenses, rapports quotidiens, etc.
Comprendre et mettre en œuvre, si nécessaire, le contrôle des coûts et des délais pour le périmètre de mise en service.
Maîtrise du français et de l'anglais.
Caractéristiques souhaitées :

Maîtrise de tout logiciel d'acquisition de données considérée comme un atout.

Compétences techniques en programmation et test de PLC et de contrôles.
Test des équipements de distribution et de livraison d'énergie de basse/moyenne tension : appareillage de commutation, interrupteur de déconnexion, disjoncteur, batterie de condensateurs, réacteur et transformateurs.
Test des équipements de distribution et de livraison d'énergie de haute tension : appareillage de commutation, interrupteur de déconnexion, disjoncteur, batterie de condensateurs, réacteur et transformateurs.
Maîtrise de Microsoft Office (Outlook, Word, Excel, etc.) et bonnes compétences informatiques.
Expérience en installation électrique ou mécanique considérée comme un atout.
