Position Summary

Under general supervision, the Assistant Director, Transportation is responsible for all functions related to equipment and vehicle procurement, training, SAP data population, utilization analysis and re-marketing for the District. The Assistant Director, Transportation is also responsible for assisting with establishing, implementing, and maintaining District vehicle telematics/GPS system, District fleet management software use and functionality, administering and maintaining District equipment and vehicle diagnostic computer hardware and software and assisting the Director, Transportation with fleet management.

Education

Required - Associate's Degree in a mechanical, automotive design/maintenance, engineering or related field. or
Required - Non-degreed candidates must demonstrate significant technical experience, mechanical ability and relevant experience such as fleet procurement, operations and maintenance to be considered.


Minimum Requirements

Required - Minimum of 5 years of progressive responsibility with documented success in assisting with managing a fleet of varied equipment and vehicles with responsibilities of acquisition, maintenance and disposition.
Required - Management and supervisory experience.
Preferred - Experience managing in a union environment.
Preferred - Experience in a public utility or government environment.


Licenses, Certifications and/or Testing

Required - Have and maintain a valid driver’s license Upon Hire
Required - Pre-employment Background Check & Drug Screen Upon Hire


Knowledge, Skills And Abilities

Familiarity with vehicles and construction equipment as a specification writer, fleet manager, ASE certified mechanic or NAFA certification is preferred.
Familiarity with equipment and vehicle diagnostic computer hardware and software.
An understanding of vehicle and heavy equipment components and terminology, such as torque, horsepower, drive train ratios and Gross Vehicle Weight Rating (GVWR) among others.
Demonstrated management and conflict resolution skills to effectively lead and motivate others.
Proficiency with personal computers, tablets, and/or other electronic devices to include familiarity with, but not limited to, Microsoft Office Suite (Excel, Outlook, Word) and enterprise wide software (e.g., telematics/Nextraq, SAP and SAP Fleet).
Excellent interpersonal skills with the ability to work effectively and professionally with a wide range of internal and external parties including District end users, venders and manufacturer representatives.
Efficient written and verbal communication skills, in English, to assist internal and external customers, co-workers and management professionally, regardless of provocation.
Demonstrate personal initiative, organizational skills and thoroughness.
Ability to read and interpret drawings, schematics and technical manuals.
Ability to effectively direct and oversee assigned professional, technical and service personnel.
Ability to learn new or upgraded computer software as required.
Demonstrated ability to meet multiple simultaneous deadlines while maintaining a high degree of accuracy and attention to detail.
Ability to work independently and with others.


Essential Functions

Modify existing and/or create new vehicle and equipment specifications.
Request and receive bids or quotes, verify prices, evaluate bids and review exceptions to specifications and make recommendations.
Generate various documents required throughout the purchasing process to include, but not limited to, preparation and completion of Capital Expenditure Approval Forms (C&A’s), specification and bid recommendation letters.
Perform research on vehicles and equipment to ensure the needs of the District and end users are met.
Provide support to individuals or groups throughout District operations requiring vehicles and/or equipment through the entire selection, procurement and acceptance process.
Coordinate and provide training as needed for District end users and Transportation personnel for new and modified equipment.
Work closely with vehicle and equipment manufacturers, after-market and add-on equipment manufacturers.
Maintain awareness of changing trends in the automotive and equipment industries to include local, state and federal standards.
Perform various studies and special projects within Transportation.
Work closely with the Director, Transportation to prepare vehicle and equipment estimates as needed to develop, adjust and follow a fleet management plan for preparation and execution of the annual vehicle and equipment budget.
Assist in overseeing the District’s fleet management software data population, use and modification, update as needed to maintain functionality and to optimize fleet maintenance and assignments.
Maintain necessary records, reports and documents electronically or in paper form.
Work closely with District personnel and manufacturer representatives to continue the development and use of Compressed Natural Gas (CNG) powered vehicles and equipment in the District’s fleet.
Utilize the District’s fuel management systems and software to analyze and provide data related to fleet management decisions.
Oversee the management of DMV licensing for all District Vehicles including record maintenance of all vehicle titles.
Drive District vehicles.
Develop talent: coach and mentor employees; support employee growth and development through leadership opportunities and professional development.
Provide employees feedback through completion of performance appraisals and employee one-on-one meetings.
Manage employee unacceptable behavior, poor work performance or policy violations, including the use of discipline when appropriate.
Maintain financial oversight of budget or works with financial responsibility in mind.
Plan for attrition through awareness of separation risks, cross-training, employee development and succession planning.
Fulfill responsibilities common to all Supervisory, Professional, and Administrative position as stated.
