Central San, a progressive public utility, is seeking an Asset Management Program Administrator. The ideal candidate will have a high-level systems approach and understanding of Asset Management. This position will plan, supervise, coordinate, and administer the activities of subordinate staff responsible for providing technical support services to the District. This position will provide program/project management for implementation of Asset Management Systems including Geographic Information Systems (GIS) and Computerized Maintenance Management Systems (CMMS) including database management, system administration, cartographic design, GIS analysis, and the maintenance of permanent record drawings. Duties will also include providing consultation to internal and external user groups and developing recommendations for technical resources to maximize effective usage of available computer technology and systems and developing and implementing Asset Management standards and practices.
Additional Typical Duties Include
- Supervise, train, and evaluate subordinate technical staff assigned to GIS analysis, computer programming, applications development, database design, cartography, and permanent record drawing maintenance.
- Provide program management for developing and implementing asset management, GIS, CMMS, and related applications in conjunction with user groups throughout the District.
- Provide project management for GIS, CMMS, and related capital projects.
- Work with Operations and Maintenance staff to plan repairs, modifications and upgrades of assets, based on asset management principles (probability of failure and consequence of failure scores)

Possession of a Bachelor’s Degree from an accredited college or university with major coursework in engineering or related field such as computer science, cartography, or geographic information systems.
Experience
Three (3) years of full-time experience comparable to that of a GIS Analyst, Assistant Engineer, or Maintenance Supervisor at the District. Supervisory experience is desirable.
Substitution For Education
Four (4) years of additional qualifying experience as noted above may be substituted for the Bachelor’s degree.
Licenses And Certifications
- Technical certification in GIS such as GISP (Certified GIS Professional) or ESRI Technical Certification is desirable but not required.

The most qualified candidates will be invited to participate in the examination process. Human Resources shall determine the examination steps to be used for this recruitment. The steps may include, but are not limited to, a written examination, practical examination, application screening, and/or oral board examination. One or more of these steps may be used and in any order. At the end of the testing process, candidates passing all of the examination steps will have their names placed on an eligibility list. The list is valid for six months and may be extended up to an additional six months at the request of the hiring department. The list may also be used to fill future vacancies in this classification.

Successful candidates not currently employed in regular status by the District must pass a drug screen as part of a pre-employment physical to be considered for appointment.
