This Analyst I, Integrity and PHMSA Compliance reports to Leader, Technical Closing and TVC Records and provides internal expertise in the areas of Pipeline Safety specifically regarding SSCGP’s Operations and Maintenance Manual, Integrity Management Plan, and gas pipeline operations. This position assists with various activities related to Pipeline Safety, internal and external audits, the Management of Change process, quality assurance, performance metrics and continuous improvement. This position maintains the Pipeline Compliance to ensure compliance with local, state, and federal pipeline safety regulations related to the operation, maintenance, and construction activities of the company’s interstate natural gas transmission system. The analyst may lead on assigned projects. This position would work with other members of Integrity Management and PHMSA Compliance and various SSCGP departments to ensure compliance with all regulations and procedures in accordance with SSCGP’s Integrity Management Plan and Operations and Maintenance Manual. Main responsibilities include reviewing documentation, researching records for TVC efforts, reinforcing codes/standards, and providing analytical insights using Excel, Power BI, and Machine Learning software.
Primary responsibilities include (but not limited to):
- Ensure auditable documents are consistent and complete
- Work collaboratively with the IT department and other groups within the organization to design and deploy process improvement initiatives
- Continually work to improve processes related to system databases, and forms/data management
- Perform audit functions associated with data collection and record keeping
- Ensure SSCGP remains in compliance and current with PHMSA / DOT regulations by reviewing DOT code, Frequently Asked Questions, guidance documents, inspection protocols, enforcement notices, and other associated documentation
- Prepare information and coordinate data gathering efforts for the generation of various reports for regulatory agencies such as the PHMSA Annual Report, INGAA reports, as well as internal reporting
- Completion of forms and documents related to Integrity and PHMSA Compliance including, but not limited to: assessment preparation, performance, analysis, root cause, pipeline inspection, etc.
- Provide direction and support to field operations on application and understanding of the IMP; including policies, procedures, and forms
- Implement approved changes that originate from the IMP Management of Change (MOC) process
- Data entry, review, maintenance and analysis, Report Tracking, MAOP, Strength Test and other databases in the Operations and Engineering Database for the SSCGP system
- Assistance with preparation, documentation and record keeping for all OPS communications including audits
- Collection and review of all forms, documents, and lists associated with Integrity and PHMSA Compliance
- Assists with all annual reviews, effectiveness evaluations, and gap analysis as necessary
- Provides facility database support for maintaining database information
- Maintain the records to ensure they are Traceable, Verifiable, and Complete
- Maintain proper training to perform and improve use of databases and performance measures
- Support Operations with respect to procedures, proper form syntax and data collection
- Other duties as directed
- Develop and provide training and materials for SSCGP employees concerning the Integrity Management Program, O&M Manual, and associated forms, policies, and procedures
- Bachelor’s degree or combination of education and relevant work experience in place of
- Valid driver’s license
- Entry-level work experience in related field
- Strong written and verbal communication skills

- Working knowledge of CFR Title 49 Part 190/191/192, ASME B31.8S
- Experience interpreting, researching, and analyzing regulatory information
- Experience with Geographic Information Systems (GIS)
- Experience with a facility management database
- Knowledge of SSCGP’s policies and procedures, Operations and Maintenance Manual, Integrity Management Plan and gas pipeline operations
- Financial experience and the ability to budget / forecast expense and capital items
