Job Summary
This position is responsible for supervising the daily processing of accounts payable and payroll. Reporting to the Deputy Chief Financial Officer, this position manages complex accounting issues and assists with training the Accounting Specialists. This position makes critical decision daily and must be able to prioritize work. This position is assigned to pay grade R31.
Essential Job Functions
•Supervises the payroll function to ensure employee compensation is processed and reported timely, accurately, and in compliance with applicable regulations.
•Supervises the accounts payable function to ensure the accurate and timely processing of vendor invoices and regulatory responsibilities.
•Oversees the preparation of payroll reports, EFT transmission and vendor related payroll payments.
•Reconciles the monthly reporting to the State of North Carolina Retirement System.
•Reconciles payroll records and accounts payable records to the general ledger.
•Reviews and validates wages to prepare Federal 941, State NC5Q, Employment Security Commission NCUI, and W-2's per statutory guidelines.
•Keeps up to date of new tax laws and implements changes and updates.
•Review and reconcile quarterly reports at year-end to system generated W-2 reports.
•Resolves discrepancies and coordinate generation and posting of W-2's and ensures electronic files are submitted as required.
•Manages with processing invoices for payment, including purchase order matching and reconciling of Sales and Use tax on invoice where applicable as needed.
•Manages sales and use tax filings, and other state and federal reports.
•Supervises the expense report function to ensure accurate and timely processing of expense reports.
•Maintain and reconcile assigned balance sheet accounts, expense accounts, and payment journals.
•Prepare annual 1099 reporting.
•Assists Purchasing Department with Year End Purchase Order liquidations and Accounts Payable close out.
•Prepare annual audit workpapers and schedules.
•Provides oversight for Accounting Specialists solving complex general accounting issues and trains new employees as requested.
•Assist with special projects and programs.
•Perform administrative support activities such as daily mail processing, copying and scan maintain files.
•Accepts, receives, and/or processes miscellaneous payments to Customer Service for deposit.
•This position is a member of the organization management team and is responsible for demonstrating and holding others accountable to the CFPUA values.
•This position is required to work in partnership with their own department and all other CFPUA departments toward achieving organization goals.
•This position is responsible for creating a culture of belonging and inclusion.
•This position works in partnership with the Human Resources department to ensure staff complete all relevant employment training.
•This position is responsible for ensuring compliance with all CFPUA policies and procedures.
•This position works in partnership with the Human Resources department to ensure compliance with federal and state employment laws and internal policies and procedures.
•Perform other related job duties as assigned.

Education, Experience, and Other Requirements
•Bachelor’s degree in accounting, finance, or related field and Three (3) years of accounting work experience is required.
•In lieu of bachelor’s degree, an associate's in accounting, finance or related field with 10 years of Progressive Supervisory experience in accounting, payroll, or related field.
