Responsible for the successful staffing, coordination, and daily operations of assigned water reclamation facility and ensures daily compliance with EPA and State NPDES discharge permits.
- Oversees and ensures successful 24/7/365 operations of the assigned water reclamation facility.
- Develop and maintain Standard Operating Procedures (SOP’s) and step-by-step guides for all facility processes, tankage, yard piping, and treatment equipment for assigned water reclamation facility. These training and reference documents are critical to the career development of Operations staff members and to the successful operation of each WRF.
- Utilize HACH/WIMS laboratory data and process performance data to effectively monitor and predict treatment biological changes.
- Conduct Daily/Weekly/Monthly review of process control conditions creating action plans for reliability treatment and monitoring performance measures for NPDES compliance.
- Ability to coordinate and prioritize the work with two other Water Reclamation Facilities as needed.
- Develop proactive goals that align with the needs of all facilities.
- Provide staff training, instruction, and troubleshooting guidance in the secondary-treatment biological nutrient removal, solids handling, and peak flow wet weather control scheme, as well as the SCADA control and logic considerations associated with the individual process phases of water reclamation treatment.
- Evaluate, prioritize, and schedule work requests and/or other maintenance activities with 409-Facility Maintenance.
- Provide feedback on Root Cause Failure Analysis efforts collecting data, meet with 409-FAM supervisor, relevant team members to define actions to eliminate recurring problems.
- Utilize Computerized Maintenance Management System (CMMS) for 409-FAM facility maintenance coordination and scheduling of all WRF equipment activities to ensure reliability and performance with minimal treatment interruption.
- Evaluate, prioritize, and schedule laboratory sampling for NPDES, process control, and process troubleshooting with 408-Evironmental Assessment.
- Evaluate, prioritize, and schedule work requests and/or other SCADA control logic activities with 409-Instrumentation.
- Developing safe work methods with and for all LRWRA staff members in association with operational procedures, services, and coordinated repairs.

- Participate in project design meetings, review project plans and specifications, and provide professional recommendations when needed in all areas of water reclamation treatment and equipment.
- Interacts and negotiates with vendors and contractors to secure products and services in association with water reclamation treatment.
- Provide a yearly budget, working within those budgetary limits, and the ability to forecast budgetary needs for the next 5 – 10 years.
- Maintains compliance with Federal and State discharge permits and environmental laws.
- Reviews annual inspections performed in association with the facility and assure timely completion of any action items.
- Undertakes any reasonable request within capabilities that is for the good of the community and the utility.

- Minimum High School Diploma or equivalent
- Possession of a Class IV Arkansas Wastewater License, or obtain within one year in position.
- 5-years minimum experience in public water or wastewater facility operations, engineering, or related career.
- Evening/night/weekend work is required during certain situations.
- Must have a means of communication 24/7 for possible emergency situations.
- Must be able to remotely assist Operators from locations other than primary work location.
- Knowledge of Federal, State and local regulations related to wastewater treatment.
- Must have administrative experience in budgetary practices, procurement and purchasing procedures and record keeping.
- Knowledge of desktop/laptop hardware and software operating systems.
- Ability to plan and schedule tasks.
- Ability to prepare clear, concise reports.
- Ability to document programs and procedures.

- Associates degree in science related field from an accredited college or university (qualifying experience may be substituted for education).
- 2 year’s supervisory experience.
- Knowledge of computers using Windows-based word processing software, SCADA program, and database applications.
