Job Summary

This is skilled work in the operation of groundwater, surface water, or water treatment plant equipment and facilities on an assigned shift.



Responsibilities

Learns, assists, and performs the safe and efficient operation of treatment process units, groundwater well field, filters, pumps, reverse osmosis membrane trains, other plant equipment, and Supervisory Control and Data Acquisition (SCADA) systems in accordance with established procedures and state agencies, rules, and regulations. Operates raw water facilities and sludge digesters; and maintains proper water levels in tanks and covered storage reservoirs by operating pumps and valves. Under the supervision of Operator Chief and Lead Operators, regulates the proper dosage of treatment chemicals according to prescribed instruction for their application and use; calculates and records chemical dosages; assists in changing chlorine cylinders as needed. Collects and preserves samples and performs routine laboratory analysis. Collects and maintains records of plant and system operations and reviews them with supervisor. Records data in log books, spreadsheets, and trending and normalization programs. Cleans, lubricates, and paints equipment and assists in the maintenance and repair of machinery and equipment. Learns, and adheres to, industry specific safety standards and BPUB safety policies and procedures. May handle hazardous chemicals to do clean-in-place procedures on reverse osmosis membrane trains. May be assigned to assist belt press operator; may generate waste manifests (trip tickets) for the transporting of sludge or solids to a staging area or disposal site. May operate heavy equipment (i.e., forklift, backhoe, scissor lift, etc.) to position roll-off boxes for sludge dewatering process, load/unload plant equipment, chemical shipments, and to perform housekeeping around plant premises. Completes other job duties as assigned.



Knowledge, Skills, and Abilities

Some knowledge of the functions and maintenance requirements of mechanical equipment and machinery. Some knowledge of the precautions necessary to work safely with and around mechanical equipment. Computer skills working with Microsoft Office programs (Excel, Word). Skill in understanding and following oral and written instructions and procedures in English. Ability to inspect machinery and mechanical equipment and to detect flaws and defects in operations. Ability to learn the processes involved in the treatment of water or wastewater. Ability to learn to operate treatment process equipment and Supervisory Control and Data Acquisition (SCADA) controls. Ability to read simple meters and charts accurately and to maintain records of shift operations. Ability to continuously work on improving own knowledge and skills. Ability to complete assigned duties and functions in a safe, timely, and effective manner. Ability to learn to use computerized monitoring systems and SCADA systems.



Education & Experience Requirements

Operator Apprentice: High School Diploma, GED required or satisfactory approved equivalent.

Operator D: High School Diploma, GED required or satisfactory approved equivalent. Must have completed 20 hours of TCEQ-approved basic water operations courses.

Operator C: High School Diploma or GED required or satisfactory approved equivalent. Two (2) years of experience in water plant operations is required. One (1) year of college (32 semester hours) or an additional 40 hours of approved training credit may substitute for one (1) year experience. A minimum of sixty (60) hours of TCEQ – approved training required.

Operator B: High School Diploma or GED required or satisfactory approved equivalent. Five (5) years of experience in water plant operations is required. Thirty-two (32) semester hours of college credit or an additional 40 hours of approved training credit may substitute for one year of experience. Up to 2.5 years of experience may be substituted by a Bachelors Degree approved by management. A minimum of 124 hours of TCEQ-approved training required for water; 100 hours of TCEQ-approved training for water.

Operator A: High School Diploma, GED required or satisfactory approved equivalent. Eight years of experience in water plant operations is required. One year of college (32) semester hours or an additional 40 hours of approved training credit may substitute for each year of experience. Up to 3 years of experience may be substituted by a Bachelor’s Degree approved by management. Up to 4 years of experience may be substituted by a Master’s degree approved by management. A minimum of 164 hours of TCEQ-approved training required for water.



Certificates, Licenses, Registrations

Requires a valid Texas Driver License or receipt of a valid Texas Driver’s License within 90 days of relocation to Texas and a safe driving record, as measured by company policy.

Operator A, B, C, D: Must currently possess a water operator A, B, C, or D license from TCEQ.

Operator Apprentice: Must obtain a “D” license in water treatment issued by the Texas Commission on Environmental Quality (TCEQ) within one year from date of employment.



Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Tasks involve bending, lifting, walking, carrying, or using a force equal to lifting 50 to 100 pounds. Ability to work under extreme weather conditions including hot and cold ambient temperatures. Must be able to withstand prolonged periods of walking while checking treatment equipment and taking required readings. Ability to open and close valves of various sizes manually by turning difficult-to-operate valve wheels. May handle hazardous chemicals as required. Must pass the annual fit test requirements for use of a self-contained breathing apparatus and/or a respirator.

Based on certain prohibitions of the Charter and Statute on nepotism, no person can be hired who shall be related to any member of the Board of Directors or City Commission within the third degree of consanguinity or second degree by affinity.
